The Regional Health Contracting Office-Central (RHCO-C) is issuing this Sources Sought Notice on behalf of Brooke Army Medical Center to find potential sources to provide lab manager system to maintain automation of BAMC Optical Fabrication Lab.The primary objective is to provide technical support as well as all software malfunction remedies to ensure the Optical Lab will always remain mission ready.
THIS IS NOT A SOLICITATION ANNOUNCEMENT – This is a Sources Sought Notice and is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. Solicitations are not available at this time and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this Sources Sought Notice does not preclude participation in any future Request for Quote (RFQ), should one be issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
The Government will use responses to this notice in formulating its acquisition strategy. If the Government does not receive sufficient information in response to this notice to verify the potential for competition exists, it is possible that a sole-source contract, supported by a Justification and Approval document, will be issued to support the Government's requirement. RHCO-C is seeking the following information (please answer paragraphs below with your response):
Company name, DUNS number, CAGE code, and point of contact information (including phone number and email address), and socio-economic category(ies) as related to NAICS 811219 (Other Electronic and Precision Equipment), such as 8(a), HUBZone, Women-Owned, Service-Disabled Veteran-Owned, Small, or Other-than-Small.
1. Capability Statement (limited to ten pages), describing how your company meets the below objectives additional proof (such as product literature and locations where a system is currently installed) where appropriate:
· Must support key elements of vision readiness and optical support of the APO/FPO deployed personnel and integral agency staff by providing timely optical fabrication support and delivery processes for quality military eyewear, including the manufacture of prescription eyeglasses, gas mask inserts, protective mask inserts, specialty lenses, and other MCEP prescription lens carriers.
· Must hold a current and valid DHA Evaluated/Approved Products List (DHA E/APL) Certification in order to be installed, operated, updated, and supported on a Gov’t DoD MEDCOM facility network.
· Must hold an approved and fully valid DoD Privacy Impact Assessment (PIA) for DoD Defense Health Program Funded System use for U.S. Army Medical Command facilities.
· Must include a fully Windows-based unlimited OFE LMS software use license, allow unlimited jobs per day processing, and allow unlimited workstation PC connections.
· Must be fully custom-integrated and working w/ the legacy and web-based U.S. Armed Forces Spectacle Request Transmittal System (SRTS and SRTSweb) for bi-directional communication for same day transmission, receipt of electronic Rx orders, processes the decoded Rx order packages, and supply status of eyewear orders.
· Must support Rx order integrations for the enhanced capabilities Joint Spectacle Entry Cloud-based Solution (JSPECS) and additional configuration options to support patient-directed orders (PDOs) from GEyes.
· Must allow all OMA/VCA/DCS lab equipment, including automated blockers/verifiers, to be fully compatible and functional and without 3rd-party software or other special 3rd-party setups. Must not include any 3rd-party database, reporting, etc. licenses to maintain, update, and expense each year.
· Must include a customized single-page DD771 that offers enhanced finishing info, lens production info, special instructions, remarks, and other details needed all on one ticket rather than printing 2 or 3 or more.
· Must automatically assign 4-digit tray numbers to allow the jobs to be pulled up automatically on the lab equipment. Must generate custom PDF documentation that is created, stored, and readable by DoD DocStar document management system to store and archive Rx job data and avoid duplicate print-outs.
