1. Purpose: The Missile Defense Agency (MDA) is conducting market research for sources to support computer program development integration with Aegis Guam System (AG) development, Integrated Combat System (ICS), Glide Phase Intercept (GPI) weapon system development; Digital Receive Upgrade (DRU) for the AN/SPY-1D(V) RADAR, and continuation of computer program development, Foreign Military Sales (FMS) support, ground and flight test support, model and simulation (M&S), concept development, system installation and test, operations and sustainment of Aegis Ashore Missile Defense Test Complex (AAMDTC) and Aegis Ashore (AA) sites, and weapons system sustainment. The information herein only initiates communication with industry in order to assess market potential. No solicitation document exists at this time. This Request for Information (RFI) constitutes no Government obligation to procure these items or issue a solicitation. The Government does not have an obligation to pay for information responding to this RFI and will not accept any responses as offers.

2. Requirements: MDA is seeking alternate sources that can complete the below requirements starting Fiscal Year (FY) 2024:

a. Execution of future studies, concepts and computer program development to achieve capability improvements across all phases of the fire control loop (plan, detect, control, engage, and assess) in accordance with Government provided interface requirements that can be delivered to the Combat Systems Engineering Agent or other Government designated agents for integration into the Common Source Library (CSL), and/or ICS environment (e.g., advanced discrimination to counter advanced threats, closure of potential missile defense gaps and enhanced defense against adversary advanced threats, improved single-ship performance of current-dual tier engagement schemes and expansion to incorporate multi-tier weapons, and integration of advancements in Tactical Data Link architectures).

b. Execution of Aegis Ballistic Missile Defense (BMD) Weapon Systems analysis, design and development of DRU which includes Radar sensitivity improvements or improved Radar resource utilization for the AN/SPY-1 RADAR.

c. Execution of Ballistic Missile Defense System (BMDS) system engineering integration and test for post certification Aegis BMD In-Service baselines (e.g., investigation and root cause analysis of weapon system test observation reports and Computer Program Change Requests).

d. Execution of all systems engineering artifacts will be derived from Model Based Systems Engineering models developed in accordance with Unified Acquisition Framework and Program Executive Office Integrated Warfare Systems Style Guide.

Models will be provided to AB as a product deliverable.

e. An accredited facility to accommodate Special Access Program and a facility clearance for processing, transmitting and storing classified information up to Top Secret in support of engineering analysis, computer program development, and testing.

f. Execution of flight test support to include test requirements definition, pre-mission predictive analysis, event execution, post mission analysis and reporting, and visual documentation.

g. Facilitation of land and sea based International initiatives and FMS to include engineering/technical studies (e.g., solid state radar integration), feasibility studies, equipment definition to implement BMD capabilities on international platforms, computer program development, training documentation and support, design documentation, simulation and live fire testing, Combat System Ship Qualification Trial support, Waterfront Integration testing support, weapon system engineering for non-Aegis Navies, and AA facilities development support in host nations.

h. Execution of BMD System Level test support as required for the Aegis BMD element participation in BMDS system level flight tests, BMDS distributed ground tests, BMDS integrated ground tests, BMDS focused ground tests and Verification and Validation efforts.

i. Execution of M&S and analysis/infrastructure to support engineering initiatives (e.g., feasibility and performance analysis) and represent Aegis BMD Aegis Weapon System (AWS) current and future capabilities in real-time system-level ground testing, BMD War-games and Exercises, operational level concept development exercise venues, and Aegis BMD hardware in the loop participation in MDA system-level test venues.

j. Execution of ship installation and testing to include Fleet planning, engineering and material (installation and diminishing manufacturing sources) procurements, installation, test and training services for all weapon system baselines and upgrades on board United States Navy (USN) cruisers, destroyers, and land based facilities and Aegis Guam.

k. Facilitation of weapon system operations and analysis to include staffing and material resources to execute operations and maintenance of all systems at the AAMDTC and AA sites.

l. Technical engineering support and execution of baseline maintenance updates that resolve open high priority issues of fielded Aegis BMD AWS baselines.

m. Implementation of a closed-loop fire control system addressing the ability to plan, detect, control, engage, and assess lethality, as well as missile communications.

n. Modification of the Aegis BL 10, compatible for operations in the USN DDG 51 Class Flight III ships/DDG 51 Flight IIA, and with the USN's Advanced Capability Build 20/Technology Insertion 16, as well as the USN's Air and Missile Defense Radar, now designated AN/SPY-6(V1) and AN/SPY-6(V4).

o. Modifications to the Aegis Baseline 9 Weapon System to provide an Aegis Sea-Based capability against hypersonic threats in glide phase, in defense of the sea-base and regional forces ashore. The Aegis Sea-Based GPI Mission includes the ability to plan, detect, track, and defeat threats, and support integrated layered multiple engagement opportunities.

p. Design, develop, test and integrate the AG weapon system; leveraging existing AWS

CSL software and production hardware, to ensure an incremental delivery of AG on Guam, beginning in FY 2024. This includes integration and testing of AN/TPY-X Radar. Effort also requires design of a new launcher interface and non-recurring engineering efforts for a new launcher to support integration.
