About this file

This is a Sources Sought Notice and Market Research Survey issued by Army Contracting Command - Detroit Arsenal (ACC-DTA) to gather market information regarding the procurement of the Testing Kit, Petroleum (NSN: 6630-01-558-5109, PN: 57K6311). The kit is a one-man portable field testing device used by petroleum supply specialists to conduct quality assurance and quality control on military fuel supplies, detecting contaminants such as free water and particulates while determining temperature and API gravity. The estimated requirement is 72 units in Year 1 with a 100% option for Year 2, with no additional quantities in Years 3-5. The kit operates as an integral support item for Tactical Petroleum, Oils & Lubrication Distribution Equipment and works in conjunction with the Petroleum Quality Analysis System-Enhanced (PQAS-E) to provide comprehensive fuel certification capability at the tactical edge, directly supporting operational readiness of Army ground assets.

Access to the associated Technical Data Package (TDP), which carries distribution statement "D" restricting access to Department of War and U.S. DoW contractors, requires vendors to maintain a current DD Form 2345 (Militarily Critical Technical Data Agreement) on file with the Defense Logistics Information Service. The TDP specifies source-controlled components that must be procured from approved manufacturers or vendors must submit a Source Approval Request (SAR) package to become approved sources. Responses to the market research survey must be submitted by 5:00 PM EST on May 1, 2026, to Meika Cole, Contract Specialist at ACC-DTA (meika.j.cole.civ@army.mil). The survey requests vendor profile information, past performance data, manufacturing and assembly capabilities, quality management systems certification, instrument calibration procedures, supply chain details for consumable components, lead times, and rough order of magnitude pricing. This is market research only; the Government does not guarantee a solicitation or contract award will follow and will not compensate respondents for their participation.

Testing Kit, Petroleum (NSN: 6630-01-558-5109, PN: 57K6311)

Army Contracting Command-Detroit Arsenal (DTA) has a requirement to procure the one-man portable Testing Kit, Petroleum (NSN: 6630-01-558-5109, PN: 57K6311), a critical supply item used by petroleum supply specialists to conduct field-expedient quality assurance and quality control (QA/QC) on military fuel supplies prior to issuance.

The kit's primary function is to assess fuel quality at the tactical edge by detecting the presence of contaminants, such as free water and particulates, and by determining temperature and API gravity. Operating as an integral support item for Tactical Petroleum, Oils & Lubrication (POL) Distribution Equipment, the kit is utilized in conjunction with the Petroleum Quality Analysis System-Enhanced (PQAS-E)—the Army’s self-contained mobile fuel testing laboratory—to provide a comprehensive fuel certification capability.

Ultimately, the immediate field-testing capability provided by this portable kit is a mandatory requirement designed to prevent engine failure and fuel system damage in Army ground assets, thereby ensuring the operational readiness of tactical military units.

END ITEM: Tactical Petroleum, Oils & Lubrication Distribution Equipment.

2. In marking such data, please take care to mark only those portions of the data or materials that are truly trade secret or confidential (overbreadth in marking inappropriate data as “CONFIDENTIAL” may diminish or eliminate the usefulness of your response). Use circling, underscoring, highlighting, or any other appropriate means to indicate those portions of a single page that need to be protected.

C. Source-Controlled Parts & Subcontracting

11. Source-Controlled Part Acquisition: The TDP for this container specifies source-controlled components as listed above. Would you be willing to purchase these parts directly from the approved manufacturers or their authorized distributors?

12. Source Approval Request (SAR) Intent: If your firm does not intend to purchase the source-controlled components from the currently approved vendors (Seabox, Clariant Corp), do you intend to become an approved source for these components by submitting a Source Approval Request (SAR) package to the Government?

13. Limitations on Subcontracting (For Small Businesses Only): If you are a small business, please confirm your understanding of and ability to comply with the requirements of FAR Clause 52.219-14, Limitations on Subcontracting.

D. Pricing and Delivery

14. Lead Time: What is your anticipated lead time for delivery of the first unit after order placement? What is your monthly production capacity thereafter?

15. Pricing Model: What pricing model does your firm recommend for this type of contract (e.g., Firm-Fixed-Price)? Are there any factors, such as material price volatility, that could significantly affect pricing?

16. Unit Price: While this is not a quote, please provide a Rough Order of Magnitude (ROM) price per container. Please describe your pricing structure, including any potential discounts for larger quantities or for the option year.

D. Additional Information

17. Market Differentiation: Who do you consider to be your main competitors in the market for portable diagnostic and chemical testing kits? What differentiates your product, capabilities, or company from theirs (e.g., quality, manufacturing process, specific innovations, past performance)?

18. Other Information: Is there any other pertinent information that your firm would like to disclose to help us with our market research?
