1.0 BACKGROUND
Neopit Dam was likely constructed in the 1800s and is located on the West Branch of the Wolf River within the Menominee Reservation in the community of Neopit, Wisconsin (Latitude [Lat]:44.981118°N, Longitude [Long]:
88.829152°W), about 12 miles northwest of Keshena, Wisconsin. It is located within Section 20 of Township 29 North, Range 14 East, Menominee County, Wisconsin. The existing dam reservoir supports active operations at the Menominee Tribal Enterprises (MTE) Lumber Mill and is also used for recreation and fishing. The existing storage is 840 acre-feet (AF) at a normal pool elevation (El.) of 1050.50.
Neopit Dam is classified as a high-hazard potential dam due to the probable loss of life that would be associated with a failure of the Dam. The Comprehensive Dam Review (CDR) performed in 2012 noted significant performance issues related to the inability to pass the inflow design flood (IDF), the potential for seepage related to buried conduits or intake structures within the existing embankment dam, inadequate upstream slope protection to prevent erosion proximate to the existing spillway, and a high probability of overtopping along the right abutment resulting in contact erosion between the right abutment, embankment dam, and appurtenant structures. Additionally, there is limited knowledge relating to construction of Neopit Dam. For example, there may also be deficiencies related to the following components: foundation treatment, filter zone, drainage blanket/toe drain, compaction, core material, and foundation.
2.0 SCOPE
The proposed Neopit Dam will primarily be comprised of the spillway, outlet works, stilling basin, and hydropower bays as the principal hydraulic structures. These structures are expected to be reinforced concrete construction. Extending from each end of the spillway and ancillary structural features will be two (2) separate embankments to tie-in these structures with the existing ground at the left and right abutments.
