The government is looking to acquire 150 licenses on a small business set-aside basis, contingent on receiving responses from at least two qualified small businesses. The anticipated NAICS code is 513210 (Software Publishers) with a size standard of $47 million, and the opportunity is open to various small business categories including 8(a), Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns.

Interested small businesses are required to submit a capabilities statement addressing several key areas: company details, interest in competing as a prime contractor, previous experience with similar requirements, commercial availability of the service, pricing information, potential subcontracting arrangements, and recommendations for improving the acquisition approach. The notice emphasizes that this is an information-gathering step only, and does not constitute a formal solicitation. Potential vendors are encouraged to provide detailed information to help the Army determine the feasibility of a small business set-aside for this software as a service (SaaS) requirement.
