About this file

This is a Sources Sought Notice issued by the Air Force Test Center's Installation Contracting Division (AFTC/PZI) at Arnold Air Force Base seeking qualified vendors to design and fabricate a Mass Flow metering Assembly (MFA) for the Arnold Engineering Development Complex (AEDC).

The government requires a complete, fully functional MFA capable of measuring and controlling air flow, with three key components: an instrumented Aerodynamic Interface Plane (AIP), a hydraulically actuated Mass-Flow Measurement/Throttling System, and a High-Pressure Air (HPA) Ejector System. The anticipated NAICS code is 334519 (Other Measuring and Controlling Device Manufacturing) with a small business size standard of 600 employees, and the Product Service Code is 6635 (Physical Properties Testing and Inspection Equipment). The full Statement of Work is a Distribution D, export-controlled document restricted by the Arms Export Control Act and will not be publicly posted; interested vendors must be certified in the Joint Certification Program (JCP) with a minimum NIST score of 110 to request access to the SOW.

Interested vendors must submit responses by 1:00 PM Central Time on August 19, 2026, to Ms. Bethany Hill at bethany.hill.3@us.af.mil. Required submission information includes company details and SAM UEI number; a capability statement demonstrating experience with complex instrumented test articles involving high-pressure fluid/gas systems and hydraulic actuation; a budgetary estimate for the total effort; and a projected period of performance or timeline for completion following purchase order receipt. This notice is for informational purposes only and does not constitute a solicitation, commitment, or obligation by the government to award a contract.

The project requires the design, fabrication, and delivery of a complete Mass Flow metering Assembly (MFA) capable of measuring and controlling air flow. Key components include:

• An instrumented Aerodynamic Interface Plane (AIP).

• A hydraulically actuated Mass-Flow Measurement/Throttling System.

• A High-Pressure Air (HPA) Ejector System.

STATEMENT OF WORK:

The full Statement of Work (SOW) for this effort is a Distribution D, Export-Controlled document. It contains technical data whose export is restricted by the Arms Export Control Act.

The SOW will not be publicly posted. Interested vendors must specifically request the SOW. To receive the SOW, vendors must be certified in the Joint Certification Program (JCP) and currently have at least a NIST score of 110.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE:

The anticipated North American Industry Classification System Code (NAICS) for this requirement is 334519, Other Measuring and Controlling Device Manufacturing, with a corresponding Small Business Size Standard of 600 employees. The anticipated Product Service Code (PSC) is 6635, Physical Properties Testing and Inspection Equipment.

SUBMISSION DETAILS:

Responses should include:

1) Company Information: Company name, company address, and telephone number, e-mail address of company point of contact, and business size under NAICS 334519.

2) System for Award Management (SAM) Unique Entity Identifier (UEI) Number.
