M67854-22-R-4911

This Sources Sought Notice (SSN) initiates market research under Federal Acquisition Regulation (FAR) Part 10 and is not a solicitation or Request for Proposal (RFP). The information herein only initiates communication with industry in order to assess market capability. No solicitation document exists at this time. This SSN does not create any Government obligation to procure these items or to issue a solicitation. In addition, the Government has no obligation to pay for information responsive to this SSN and will not accept any responses as offers. Contractors should mark any proprietary information clearly and appropriately. Responses will not be returned. The information provided in this SSN is subject to change and is not binding on the Government. Pursuant to FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

1. Background: Program Executive Officer (PEO) Digital & Enterprise Services, Infrastructure Services, Transport, and Communications (ISTC) Program Office (previously known as the Network Communications Infrastructure (NCI) at Marine Corps Systems Command (MCSC)) has been responsible for the upgrade and expansion of the Marine Corps’ legacy Time Division Multiplexing (TDM) voice systems, Synchronous Optical Network (SONET), and outside plant (OSP) cable infrastructure. Due to advancing technologies and increased requirements, the ISTC mission expanded to include the complete modernization / replacement of all Low Speed Time Division Multiplexing (LSTDM) technologies.

More recently, the ISTC mission has expanded to include the modernization of the Distribution and Access Layer Transport infrastructure to the End-User Building (EUB). As a result, ISTC is now responsible for the modernization of the telecommunication and network infrastructure at every Marine Corps Installation.

2. Objective: The PEO Digital & Enterprise Services ISTC Program Office is requesting responses to determine the availability and technical capability of sources to potentially provide supplies and services as described below for a Multiple Award, Indefinite Delivery/Indefinite Quantity contract (MAC IDIQ).

It is anticipated that any subsequent IDIQ contracts will utilize firm-fixed-price (FFP) orders. The anticipated Not-to-Exceed (NTE) combined limit of all contracts awarded under this effort is estimated at $600M, each of which will have minimum ordering period of five years.

3. Purpose: The purpose of this anticipated MAC IDIQ will be to modernize and refresh the existing telecommunication and network infrastructure at United States Marine Corps Installations and Detachments in both the Continental United States (CONUS) and Outside Continental United States (OCONUS). Additionally, this MAC IDIQ will also provide the ability to support individual equipment procurement actions and future capabilities.

The Government is interested in hearing from vendors who are interested and capable of completing modernization of telecommunication and network infrastructure at applicable installations. Requirements for these modernizations will include, but not be limited to, the following:

1. Refresh of existing equipment.

2. Development, integration, testing, and fielding of Technology Readiness Level 9 capabilities to include, but not limited to, Software Defined Networking (SDN), Regionalization of Telecommunications Management Systems(TMS) and voice conferencing, Convergence, Passive Optical Network (PON), Dense Wave Division Multiplexing (DWDM) and Expanded wireless.

3. Provide dedicated logistic support to plan and coordinate efforts that integrate logistics and life-cycle support considerations into the design of the system.

4. Perform all recommended Cybersecurity configuration settings, programming, and configurations of components being provided to ensure compliance with all cyber requirements.

5. Provide an extension beyond the standard 1-year OEM manufacturer’s warranty and associated equipment training packages.

Specific requirements will be defined in each individual task order. The task order requirements may also include, but not be limited to, providing for all required equipment, labor, training, software, firmware, licenses, interfaces, and Technical Data Packages (TDP) associated with the required capabilities to deliver a complete solution with supporting documentation.

For additional requirement details noted above, see Attachment 1 (Draft PWS).

4. Responses: Responses shall be submitted in Adobe Acrobat/Microsoft Word format and Microsoft Excel format for the Comment Matrix, provided as Attachment 2. Responses should demonstrate the vendor’s capabilities to meet or exceed the requirements stated in this SSN. Responses shall include the following:
