DEPARTMENT OF WAR

Pentagon Force Protection Agency (PFPA)

This is a Sources Sought Notice for the Integrated Security Services Contract (ISSC), hosted by the Pentagon Force Protection Agency (PFPA) and the Washington Headquarters Services, Acquisitions Directorate (WHS/AD).

I. Background

The Pentagon Force Protection Agency (PFPA) mission is to provide force protection, security, and law enforcement operations as required for the people, facilities, infrastructure, and other resources at the Pentagon Reservation and for DoD activities and DoD-occupied facilities not under the jurisdiction of a Military Department within the National Capital Region (NCR).

II. Purpose

Identifying interested vendors who may be capable of providing comprehensive integrated electronic and physical security system support services at the Pentagon Reservation, Mark Center, Defense Health Headquarters (DHHQ), DoD leased facilities, and Raven Rock Mountain Complex (RRMC) in Adams County, PA. Some of the labor categories under the contract are associated with Services Wage Determinations for the localities in Arlington, VA and Adams County, PA. The government contemplates using a Firm Fixed Price (FFP) Performance Based Indefinite Delivery/Indefinite Quantity (IDIQ) contract for comprehensive integrated electronic and physical security services to support PFPA’s mission. The draft IDIQ PWS is attached.

Anticipated NAICS: 561621 Security Systems Services (except Locksmiths)

Estimated Value: Estimated not-to-exceed $475 million.

Anticipated Period of Performance: A five-year ordering period, and up to potentially ten years.

Place of Performance: DoD facilities in the National Capital Region (NCR) not under a Military Department.

III. Acquisition History

Previous indefinite-delivery, indefinite quantity (IDIQ) contracts for this requirement, awarded in 2007, 2012, 2017, and 2022, provided comprehensive security integrator services to PFPA.

Since inception, contract scope has expanded to include additional facilities, new systems, and increased security capabilities. This contract provides baseline support (system support, maintenance, repair, and logistics) to security applications to multiple facilities; that support will be issued and funded with task orders #1 and #2. Subsequent task orders will be for ordering hardware and installation of security systems and components in those facilities. Historically, 160-226 tasks orders, modifications and credit card purchases totaling approximately $27M- $41M are issued per year under the current ISSC IDIQ contract #HQ003422D0002 (prime contractor M. C. Dean, Inc.). This IDIQ has a $250 million ceiling with an end date of December 16, 2026.
