PROGRAM BACKGROUND:

Under the authority of 10 U.S.C. Sec. 333, the United States Government is providing Section 333 assistance to an Indo-PACOM country to conduct Maritime and Border Security operations under the Joint Littoral Security Force Integration program. The objective of this program is to enhance the training capabilities and operational readiness of our Indo-PACOM partner’s designated littoral and amphibious security forces. This case requires a turnkey contractor-led solution combining physical high-fidelity simulated hardware, OCONUS operational training, and customized military translation services.

REQUIRED CAPABILITIES:

The contractor must be capable of delivering a unified, three-part solution to the Indo-PACOM country’s designated recipient units:

1. Hardware: RePR-G7 Anti-Tank Weapon Simulator Systems (Qty: 17 EA) Must deliver seventeen (17) Recoilless Precision Rifle (RePR-G7) Anti-Tank Weapon Simulator Systems.

Simulators must replicate the exact form, fit, weight, balance, physical handling, sights, and operational sequence of the active RePR-G7 / Rocket Propelled Grenade Launcher system.

Systems must provide high-fidelity, hands-on, field-based simulation training without live-fire explosive or rocket motor hazards. Virtual Reality (VR), Augmented Reality (AR), or software-only/classroom-only solutions are strictly excluded; the simulators must be physical, field-deployable training devices.

2. Services: Outside Continental United States (OCONUS) Technical Training Must plan, coordinate, and execute contractor-led operational and technical training within our Indo-PACOM partner’s country for all receiving units.

Training must cover operational mechanics, battlefield tactical deployment, field maintenance, and troubleshooting of the RePR-G7 Simulator Systems.

The contractor is responsible for deploying mobile training teams (MTTs) to the designated training sites in our Indo-PACOM partner’s country.

3. Services: Professional Military Translation Services Must deliver comprehensive technical translation services from English to Traditional Chinese.

Sourced translation must cover all simulator operating manuals, training curricula, safety guidelines, software interfaces, and quick-reference field cards.

Translators must be fluent in Traditional Chinese and thoroughly experienced with Indo-PACOM country’s military nomenclature, maritime defense terminology, and border security tactics.

Recipient Units (For Training & Delivery Coordination):

There are approximately 15 recipient force structures in the Indo-PACOM country that will receive the training equipment and the training.

ACQUISITION STRATEGY – PLANNING INFORMATION:

North American Industry Classification System (NAICS): The anticipated primary NAICS code for this requirement is 332993 (Ammunition (except Small Arms) Manufacturing), which has a size standard of 1,500 employees, or 333318 (Other Commercial and Service Industry Machinery Manufacturing - covering simulator manufacturing), which has a size standard of 1,000 employees.

· Product Service Code (PSC): The anticipated PSC is 6920 (Armament Training Devices).

Contract Vehicle: The determination of the contract vehicle (e.g., GSA MAS FAR Subpart 8.4 order vs. Open-Market Commercial RFQ under FAR Part 12/19) will not be established until this market research has been finalized.

NOTE 01: The current Small Business Administration (S SBA) Table of Size Standards was updated 17 March 2023; businesses must update their SAM.gov profiles to reflect current standards.
