The scope of work encompasses four primary objectives: (1) conducting a discovery phase including web-based discussions with IHS subject matter experts and review of the 2025 pandemic plan; (2) evaluating preparedness across key areas through simulation exercises such as tabletop exercises; (3) creating a comprehensive after-action report addressing strengths, weaknesses, threats, and opportunities with specific considerations for IHS and American Indian/Alaska Native (AI/AN) communities; and (4) disseminating findings through a web-based meeting for IHS leadership and stakeholders. Deliverables include a discovery summary, plan stress test documentation, a final after-action report, and facilitation of a final dissemination meeting.
