SOLICITATION NO. 140R4024R0020

HYRUM DAM SPILLWAY REPLACEMENT

The United States Bureau of Reclamation (Reclamation), Upper Colorado Basin Region, is conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10 to identify small business firms who would be interested in and have the ability to serve as the prime contractor on the Hyrum Dam Spillway Replacement project.

This is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB) and DOES NOT serve to bind the U.S. Government in any way. Interested parties shall not be reimbursed for any costs associated with preparation of their responses.

PROJECT DESCRIPTION

The work associated with the Hyrum Dam Spillway Replacement Project will take place approximately 9 miles southwest of Logan, Utah in Cache County, Utah. The overall work is for the construction of a new spillway and the removal of the existing spillway. This includes, but isn’t limited to: removal and control of water, construction of a new reinforced concrete spillway, riprap outlet channel, riprap inlet area, associated mechanical and electrical features, associated drainage systems, associated foundation aggregate piers, roadway bridge, gate hoist structure and equipment, 3 radial gates, dike, two new inverted siphons for irrigation canals, administrative access road and drainage, roadway realignment, and excavation and removal of the existing spillway structure. The anticipated performance period is December 2024 through December 2027.

1. Constructing a New Spillway

2. New Gates and Hoists

3. New Hoist Enclosure

4. New Spillway Chute and Stilling Basin

5. Embankment Dike

6. Dewatering System

7. Rammed Aggregate Pier Foundation Treatment

8. Two New Siphons

9. New Precast Concrete Beam Bridge

10. County Road Realignment Construction

11. Re-grade Reservoir Rim Between the Spillway and the Dam

12. Rerouting Two Access Roads

13. Mechanical and Electrical Equipment

14. Demolition of Existing Spillway

15. Cofferdams

PROCUREMENT INFORMATION

The North American Industry Classification System (NAICS) for the project is 237990, Other Heavy and Civil Engineering Construction, with a Small Business Size Standard of $45,000,000. In accordance with FAR 36.204, the anticipated magnitude of this project is between $100,000,000 and $150,000,000.

Limitations on Subcontracting: Per FAR 19.505(b)(1)(iii), the small business concern (prime contractor) will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors. As such, the prime contractor must perform 15 percent of the project costs, excluding the cost of materials, with its own employees.

The Government will use the information received from this notice to determine the procurement strategy for this requirement. A solicitation is currently unavailable.

SUBMISSION INSTRUCTIONS

The Government will only consider responses from firms who are categorized as a “small business” under the aforementioned NAICS and can serve as the prime contractor on the project. All firms must be registered in the System for Award Management (www.sam.gov). Firms who meet the criteria, please submit the following:

1. Business name, physical/mailing address, phone, point of contact, email and website if applicable;

2. CAGE Code and SAM UEI Number;

3. A list of construction projects similar in scope and complexity to the current project completed within the last five (10) years. Each project shall include: contract number, contract title, project location, brief description, customer point of contact/reference, contract value at award, contract value at completion, period of performance at contract award, period of performance at contract completion;

4. Current construction bonding capacity, including single and aggregate bond limits;

5. Small Business Classification, if Applicable (socio-economic categories: 8(a), HUBZone, Veteran-Owned, Women

Owned, Economically Disadvantaged Women Owned, Service-Disabled Veteran-Owned, and Native American Owned)

6. Firm’s capability statement, not to exceed 1-page (12 pt. font, times new roman, 1” margins);

7. If significant subcontracting or teaming is anticipated to meet the technical requirements, firms must address the administrative and management structure of such arrangements.
