This is a SOURCES SOUGHT NOTICE for Market Research ONLY to determine the availability of firms to perform remediation activities and all required support (i.e.

construction and site maintenance) at the Formerly Utilized Sites Remedial Action Program (FUSRAP) former Harshaw Site, Cleveland, Cuyahoga County, OH. NO AWARD will be made from this Sources Sought. NO SOLICITATION OR SCOPE OF WORK IS AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation.

Potential offerors having the skills and capabilities necessary to perform the described project are invited to provide feedback via email to Frank J. D’Andrea at frank.j.d’andrea@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. We encourage all firms to respond, including but not limited to, HUB Zone, 8(a), SDVOSB, Small and Large Business.

The NAICS Code is 562910. The small business size is 750 employees. USACE anticipates issuing a Cost Plus Fixed Fee Contract (some fixed price line items may be included). It is anticipated the contract will have a period of performance up to 5 years (including options). Total project magnitude is estimated between $10,000,000 and $25,000,000. Anticipate releasing the RFP in 2021, with a contract award in 2021 as well.

1. SITE DESCRIPTION

The Harshaw Site is located at 1000 Harvard Avenue, in Cleveland, Ohio, 4.8 kilometers (3.0 miles) south of downtown Cleveland. It is a 22-hectare (55-acre) property located in an industrialized area (i.e., Cleveland’s industrial valley) that is bordered by the Cuyahoga River and Big Creek. The Harshaw Site is surrounded by other industrial operations and residential areas.

2. PROJECT DESCRIPTION

The work and services will consist of environmental remediation and support for the U.S.

Army Corps of Engineers (USACE), Buffalo, New York District. The project involves excavation, transport, and disposal of FUSRAP-contaminated soil, sediment, and materials at a properly licensed facility.

The remedy selected for OU-1 at the Former Harshaw Chemical Company Site is Alternative 3—Complete Removal with Off-Site Disposal. The main components of this remedy are provided in the following bullets:

Implementing this remedy will involve excavating FUSRAP-related material exceeding cleanup goals (developed for protection of the critical group, the construction worker) and off-site disposal to a properly permitted or licensed disposal facility.

The FUSRAP-related contamination is distributed irregularly in the soil. The soil excavated from OU-1 would be characterized as low activity radioactive waste (LARW) or as low activity comingled waste (LACW). LARW refers to regulated or non-regulated radioactive wastes that do not require treatment prior to disposal in accordance with 10 CFR 61 or 10 CFR 40, Appendix A. LARW would be disposed of at a disposal facility without treatment. LACW is waste that contains both LARW and hazardous waste that may require treatment prior to land disposal to comply with the Resource Conservation and Recovery Act (RCRA) Land Disposal Restrictions (LDRs).

The cost estimate for Alternative 3 includes a conservative assumption that the LACW will be shipped off-site for treatment of the RCRA component by a LACW disposal facility prior to land disposal. As a cost saving measure, the future remediation contractor may choose on-site treatment of LACW for the RCRA component and satisfy LDRs for placement into an off-site land-based disposal unit. The on-site treatment could eliminate the requirement for the disposal facility to treat the waste and may allow the waste to be accepted directly into a disposal facility.

All private utilities encountered during the execution of Alternative 3 will be decommissioned and sealed to prevent the migration of residual uranium in groundwater.

Public utilities will be left in place and backfilled with amended material to minimize the migration of groundwater and uranium transport along the utility trenching.

Confirmatory sampling and site restoration would also take place.

The remedy selected for OU-2 at the Former Harshaw Chemical Company Site is Alternative 7—Complete Removal with Off-Site Disposal. The main components of this remedy are provided in the following bullets:

Implementing this remedy will involve excavating FUSRAP-related material exceeding cleanup goals (developed for protection of the resident) and off-site disposal to a properly permitted or licensed disposal facility.

The soil excavated from OU-2 would be characterized as LARW or as LACW. LARW would be disposed of at a disposal facility without treatment. LACW is waste that contains both low activity radiological and hazardous waste that may require treatment prior to land disposal to comply with the RCRA LDRs.

The cost estimate for Alternative 7 includes a conservative assumption that the LACW would be shipped off-site for treatment by a LACW disposal facility prior to land disposal.

Confirmatory sampling and site restoration would also take place.

Long-term monitoring of FUSRAP-related contaminated soils and land use controls would not be necessary after implementation of this alternative since FUSRAP-related constituents of concern (COCs) would be removed to levels that would meet or exceed the remedial goals.

The sequencing of the remedial actions for OU-1 and OU-2 has not yet been established to allow for maximum flexibility as resources become available to implement the work. The sequence of remedial actions will not affect the remedial action outcomes for OU-1 and OU- 2.
