About this file
This is a Sources Sought Notice issued by Thomas Jefferson National Accelerator Facility (Jefferson Lab), a U.S. Department of Energy nuclear physics research facility located in Newport News, Virginia, managed and operated by SURATech. The notice solicits qualified small business firms to compete for the replacement of the primary Experimental Hall C indoor direct expansion air handling unit and matching outdoor condensing unit, including installation of a maintenance platform for servicing the indoor air handling unit and updated Building Automation System (BAS) controls. The existing system is suspended approximately 75 feet above the finished floor within Experimental Hall C, requiring sophisticated material handling to be performed by Barnhart Crane and Rigging using specified engineering methods. The solicitation is posted on or about June 18, 2026, with subcontract award anticipated on or about August 1, 2026, mobilization anticipated on or about September 1, 2026, and substantial completion required no later than December 31, 2026. Interested firms must register on the Jefferson Lab Solicitation Bulletin Board at https://misportal.jlab.org/ul/bus_ops/ to receive solicitation documents.
The estimated magnitude of construction is between $1,000,000 and $3,000,000. This is a total small business set-aside opportunity classified under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The project emphasizes the critical importance of work site safety consciousness and precise coordination with Jefferson Lab staff and project subcontractors due to the high-altitude nature of the work and the specialized environment of the experimental facility. Interested parties may contact Sharon Williams, Senior Procurement Officer at Jefferson Lab, at swill@jlab.org for additional questions.
