BACKGROUND
The Philippines faces significant challenges that have negatively impacted its ability to provide quality, accessible and equitable healthcare to its citizens and to reach the objectives outlined in the Republic Act No. 11223, also known as the Universal Health Care (UHC) Law. These challenges include global health crises and natural disasters, health systems underperformance, high rates of tuberculosis, underutilized reproductive health services, high teenage pregnancy rates, difficulty detecting, responding to, and preventing emerging infectious disease threats, and rising HIV rates. The disruption in the provision of essential health services due to COVID-19 pandemic resulted in a reemergence of preventable diseases including polio, dengue, and measles outbreaks as well as a rise in HIV and declines in TB indicators.
USAID/Philippines’ current health activities are improving the health of vulnerable Filipinos and addressing some of these challenges by improving health systems, enhancing service delivery, and promoting healthy behaviors. USAID/Philippines intends to build on existing development progress and strengthen cross-cutting health system elements including leveraging strategic information, social and behavior change communication, digitization, gender equity, private sector, and civil society engagement.
KEY HEALTH ELEMENTS

Strengthening health systems at all government levels (including local levels) through key reforms on governance, financing, supply chain logistics, human resources for health (HRH), and health information systems enshrined in the Universal Health Care (UHC) Law and that aligns with USAID’s Health System Strengthening 2030 vision; Improving health outcomes;
Addressing the Mandanas-Garcia ruling; Improving the provision, demand, and reimbursements of health care through the National Insurance Program (“PhilHealth”).
2. Family Planning and Adolescent Reproductive Health
Improving access to high-quality, person-centered reproductive health care; Reducing maternal and newborn morbidity and mortality through improved family planning services and adolescent reproductive health care; Addressing socio-economic contributors to teen pregnancies including in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
3. Tuberculosis
Decreasing tuberculosis mortality, morbidity, and decrease out of pocket expenditures while improving tuberculosis notification, treatment success, and quality of services and addressing socio-economic determinants of TB.
