Services will be required at the following locations:

• APG North

• Edgewood Area

This notice is issued solely for informational and planning purposes. The Government’s objective is to identify qualified vendors capable of providing all labor, tools, materials, transportation, technical expertise, and incidental services necessary to support the APG HW Program. This includes oversight of hazardous waste tracking, collection, storage, and disposal operations, as well as support to the two DPW-ED hazardous waste receiving and storage facilities, in accordance with the Draft Performance Work Statement (PWS).

SCOPE OF WORK

The Contractor shall provide comprehensive support to the U.S. Army Garrison Aberdeen Proving Ground (APG) Hazardous Waste (HW) Program. Required services include:

PURPOSE OF THIS MARKET RESEARCH

Information received in response to this Sources Sought Notice will assist the Government in:

• Determining whether responsible and technically capable sources exist to perform hazardous waste collection, storage, consolidation, and disposal services

• Assessing the potential for adequate competition among qualified hazardous waste management firms

• Evaluating whether the requirement may be set aside for Small Business based on demonstrated capability in hazardous waste operations

• Informing future acquisition strategy decisions, particularly regarding compliance with RCRA, DOT, OSHA, and EPA hazardous waste handling requirements

If the requirement is competed on an unrestricted basis, Small Business responses may be used to establish subcontracting goals, especially for specialized hazardous waste functions such as sampling, characterization, manifesting, and operation of permitted storage facilities.

Respondents should clearly identify their business size and socioeconomic status (e.g., Small Business, 8(a), Woman-Owned, Minority-Owned, HUBZone, SDVOSB, etc.).

References may be used to verify past performance on Government or commercial contracts involving hazardous waste management, environmental compliance, or operation of RCRA-regulated facilities.

Interested firms should submit a capabilities statement—not to exceed 10 pages, formatted on 8.5 x 11-inch pages with 12-point font or larger—that demonstrates their ability to perform the hazardous waste services described in this notice. Bullet format is preferred. Capabilities should address experience with hazardous waste storage operations, waste segregation, sampling and analysis, manifesting, transportation, and compliance with federal and state environmental regulations.

No phone calls or email inquiries regarding the status of any future solicitation will be accepted prior to its official release.
