All rooms must include complimentary daily breakfast, in-room Wi-Fi, business center access, and access to a common lounge area. The hotel must accommodate a 44-passenger bus for guest transportation and be within a quarter-mile walking distance of food and shopping venues or provide complimentary shuttle service. One private meeting room for approximately 75 attendees in theater-style seating is required for one hour on 22 June 2026. Payment will be made via Government purchase order and electronic funds transfer covering only nightly room charges and applicable taxes; guests will not provide personal credit cards at check-in, and damage charges must be billed separately. Interested parties should submit a capability statement limited to five pages addressing company information, business size and socioeconomic status, detailed capability narrative, billing compliance confirmation, and optional pricing information. Sources Sought Notice for Hotel Lodging and Support Services

1. Description
This is a Sources Sought Notice for market research purposes only. This is not a solicitation for proposals, a request for quotation (RFQ), or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service whatsoever. The purpose of this notice is to identify qualified and interested business sources, particularly Small Businesses, capable of providing the hotel lodging and support services as detailed below. The Government will use the information received to determine its acquisition strategy.
The applicable North American Industry Classification System (NAICS) code for this requirement is 721110 (Hotels (except Casino Hotels) and Motels). The small business size standard is $40 million in average annual receipts.
2. Background
United States Transportation Command (USTRANSCOM) will host the USTRANSCOM International Logistics Symposium (UILS) in June 2026. This event brings together international military and civilian logistics professionals from allied and partner nations. USTRANSCOM seeks a hotel in the vicinity of Scott Air Force Base, IL, to provide lodging and support services for international attendees.
3. Requirement Details
USTRANSCOM is seeking a hotel capable of meeting the following requirements:
A. Lodging & Dates:
• Period of Performance: Check-in on Sunday, 21 June 2026; Check-out on Friday, 26 June 2026.
• Initial Room Block: A guaranteed block of 40 single-occupancy guest rooms.
• Optional Rooms: The hotel must provide an option for USTRANSCOM to add up to 25 additional single-occupancy rooms to the block. The final room count will be confirmed by the Government no later than Friday, 5 June 2026.
B. Hotel Amenities & Services:
• Breakfast: Daily breakfast for all guests must be included in the contracted nightly room rate.
• Guest Amenities: All guests must have access to complimentary in-room Wi-Fi, a business center with computer and printer access, and a common lounge area suitable for networking.
C. Location & Transportation:
• Proximity: The hotel must be located within a 15-minute driving distance of the Duane Cassidy Conference Center, Scott Air Force Base, IL 62225.
• Bus Accommodation: The hotel property must have sufficient, accessible space to accommodate a 44-passenger bus for daily guest pick-up and drop-off maneuvers.
• Local Amenities: The property must be located within a quarter mile (1/4 mile) walking distance of various food and shopping venues. If not, the hotel must provide a complimentary shuttle service for all guests to such venues.
D. Meeting Space:
• Requirement: One private meeting room to accommodate approximately 75 attendees.
• Setup: Seating should be chairs-only (theater style). No tables, audio-visual equipment, or refreshments are required.
• Date and Time: Monday, 22 June 2026, from approximately 0900 to 1000 (1 hour).
E. Critical Billing & Payment Requirements:
• Payment Method: All rooms and applicable taxes will be paid via a single Government contract. The hotel must be able to accept payment via Government purchase order and electronic funds transfer (EFT).
• Guest Payment: Guests will not be required to provide personal credit cards at check-in for any purpose.
• Allowable Charges: The contract will cover the nightly room charges and taxes only. No incidental charges (e.g., room service, food, snacks, movies) are permitted on the master bill.
• Damages: Any charges for damages to hotel property must be handled via a separate, itemized bill submitted directly to USTRANSCOM for settlement.
4. Information Requested from Interested Parties
Interested parties are requested to submit a capability statement that addresses the following items. Please limit your response to five (5) pages.
1. Company Information:
o Company Name & Address o Unique Entity Identifier (UEI) and CAGE Code o Point of Contact (Name, Title, Email, and Phone Number)
2. Business Size & Socioeconomic Status:
o Please identify your business size (Large or Small) under NAICS code 721110.
o If a Small Business, please specify any applicable socioeconomic categories (e.g., Woman-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone, 8(a)).
3. Capability Statement:
o A detailed narrative confirming your ability to meet all requirements listed in
Section 3 (A through E).
o Specifically address your hotel's physical capacity to accommodate a 44-passenger bus.
o Provide the driving distance/time from your property to the Duane Cassidy
Conference Center on Scott AFB.
o Confirm your proximity to local amenities or describe your complimentary shuttle service.
4. Confirmation of Billing Compliance:
o Explicitly confirm that your property's accounting and front-desk procedures can accommodate the critical billing requirements as stated in Section 3.E, particularly the policy of not requiring personal credit cards from guests at check-in.
5. Pricing Information (Optional):
o You may provide a non-binding Rough Order of Magnitude (ROM) for the per-night room rate (inclusive of breakfast) for planning purposes. This is not a quote and will not be used for award.

Again, this is not a request for a quote or proposal. No award will be made from this notice. No solicitation is available at this time. All interested sources must respond to future solicitation announcements separately from their response to this market survey.
