Sources Sought Notice
To facilitate market research, the Government is looking to identify qualified sources under the North American Industry Classification System (NAICS) 541611, Administrative Management and General Management Consulting Services. This notice seeks industry comments to assist the Government. If you have any comments or find any ambiguities, please advise the Government to develop the proper acquisition strategy.
Responses from “all” sources is requested. Other than Small Businesses, Small Businesses, 8(a) Small Businesses, HubZone small businesses, Service-Disabled Veteran-Owned Small Businesses, Woman-Owned Small Businesses and Economically disadvantaged Women-owned Small Businesses are encouraged to respond.
This Notice is for market research purposes only and is not a Request for Quote (RFQ), nor does it restrict the Government as to the final acquisition strategy. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.

Background
The Assistant Secretary of Defense for sustainment (ASD (Sustainment)) serves as the principal staff assistant and advisor to the Under Secretary of Defense for Acquisition & Sustainment (USD (A&S)), deputy secretary of defense (DEPSECDEF), and Secretary of Defense (SECDEF) on logistics and materiel readiness in the Department of Defense (DoD) and is the principal logistics official within the senior management of the DoD. In this capacity, the ASD (Sustainment): prescribes policies and procedures for the conduct of logistics, maintenance, materiel readiness, strategic mobility, and sustainment support in the DoD, to include, supply, maintenance, and transportation. Advises and assists the USD(A&S), SECDEF, and DEPSECDEF in providing guidance to the Secretaries of the Military Departments with respect to logistics, maintenance, materiel readiness, strategic mobility, and sustainment support in the DoD. Monitors and reviews all logistics, maintenance, materiel readiness, strategic mobility, and sustainment support programs within the DoD.
OBJECTIVE/SCOPE
The objective of this notice is to obtain information to identify firms capable of providing ODASD(Log) expert strategic, business, program management and implementation planning expertise to include project planning, resource planning, event planning and scheduling, meeting facilitation. Specifically, the contractor shall, but not limited to:
Conducting research in support of Non-Tactical Vehicle Fleet Management, vehicle accountability, lifecycle management and utilization, vehicle technology, petroleum reduction and sustainment initiatives;
Collecting data and perform technical analysis, to include advising the government of the most appropriate assessment methodologies; identify and recommend resolution for fleet issues;
support the development and reporting of metrics;
Managing inquires, assess reports, maintain schedules, engage with communities of interest as needed, prepare correspondence (e.g. Presentation materials, white papers, letters, and memoranda), meeting minutes and reports in standard formats for government approval and will complete other related tasks;
Developing update, monitor and report on the execution of DoD’s enterprise strategies for non-tactical vehicle management;
Using the DoD wide collaborative approach to recommend, develop and update policy, regulation, issuances and/or guidance relating to armored vehicle inventory management;
Developing update, monitor and report on the execution of DoD’s enterprise strategies for Equipment lifecycle management with emphasis on Government Furnished Property (GFP), Internal Use Software (IUS) and Leased assets;
Using the DoD wide collaborative approach recommend, develop and update policy, regulation, issuances and/or guidance relating to identifying and testing Accountable System of Record (APSR) functionality to meet audit and management requirements;
Supporting and facilitating the establishment of an interface between Component Accountable Property System of Record (APSR) and Wide Area Workflow (WAWF) to create initial accountable records from Defense Logistics Management Standards (DLMS) transactions; and ensure seamless integration between the APSR and the Procurement Integrated Enterprise
Environment (PIEE) GFP Tool;
QUESTIONS
Question 1: Please describe your firm’s experience working with the Office of the Secretary of Defense (OSD), Joint Staff or Military Headquarters level or Federal Civilian Agencies to support Enterprise Logistics and Fleet Management
Question 2: Describe your firm’s experience with advising Federal Agencies on policies and procedures for the conduct of logistics, maintenance, materiel readiness, and sustainment support in the DoD, Question 3: Describe recent experience with a Federal Agency or the Department's logistics strategy and policy for supply, storage and distribution, property and equipment, and program support.
Place of Performance: The primary place of work will be the Mark Center in Alexandria VA.
In the event of a local or national emergency, operations may be moved to another government facility or additional telework may be authorized.
Submission Requirements
Interested firms should submit their response to include a capabilities statement covering experience, staffing and technical capabilities. The information provided should address the questions identified above and for each question demonstrate how the firm’s recent past performance (last 3 years) is relevant including the dollar value, period of performance, size and scope of the firm’s prior contracts. The following information is also requested and should be included with your capability information:
a. Please indicate whether your firm will submit a quotation if a RFQ is issued and whether your firm’s interest is for prime contracting or as a subcontractor.
b. Do not include proprietary, classified, confidential, or sensitive information in your response to this Request
c. Whether or not your firm has a secret facility clearance.
d. Recommend the most appropriate NAICS code for this requirement.
For Information Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses to this Notice will not be returned.
Response Format
To facilitate a timely and comprehensive review of all submitted responses, firms should respond using the format requested in this notice.
All interested firms having the experience, skills and capabilities necessary to perform the stated requirements are requested to provide capability statements between 3-5 pages – no more than 5 pages maximum- in “Times New Roman” 12-inch font on 8.5 x 11 paper that include the following information:
1. Company name, address, point of contact name, telephone, and email address.
2. CAGE Code and DUNS Number.
3. Business size status (business size/socio-economic category must be submitted to be used).
4. A description of Corporate Experience for similar contracts and/or projects accomplished Within the last 3 years. The description must include where, when, and for whom each similar contract and/or project was performed and a brief description of each contract and/or project, including the size, scope, dollar value, and period of performance. This information must demonstrate how the firm’s recent Corporate Experience (last 3 years) is relevant to the requirement.
5. Any applicable GSA Federal Supply Schedule contracts that your firm may hold.
No hard copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc.) will not be considered.
Submission of Responses Responses are requested to be submitted by email (no hard copies) no later than 5 p.m. Eastern Time on Sunday, May 13, 2020. Submissions after this date will not be considered.
