SOURCES SOUGHT NOTICE
This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency’s requirements exists, (2) determine if commercial items suitable to meet the agency’s needs are available or could be modified to meet the agency’s requirements, and (3) determine the commercial practices of company’s engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action.
Requirement: This notice is issued by the U.S. Coast Guard Director of Operational Logistics (DOL-95), Norfolk, VA, to identify sources capable of providing Fall Protection Systems for aviation maintenance personnel. The requirement will consist of providing and installing a new Fall Protection System and expanding on the existing Rigid Fall Protection System capable of being utilized for maintenance of USCG C-27J fixed wing aircraft. The period of performance is for a one-time purchase.
Requirement: This notice is issued to identify sources capable of providing the following:
Anticipated NAICS Code/Size Standard: The applicable NAICS Code is 333923, Overhead Traveling Crane, Hoist, and Monorail System Manufacturing and the size standard is 1,250 employees.
Submission of Information: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information. Companies may respond to this Sources Sought Notice via SAM or e-mail to Tyrone.Minnifield2@uscg.mil no later than August, 10, 2023 at 5:00PM, Eastern with the following information/documentation:
1. Name of Company, Address, and UEI Number.
2. Name of Point of Contact, E-mail Address, and Phone Number.
3. Business size(s) applicable to NAICS Code 333923 / Size Standard 1,250 (from the list below, specify all that apply to your company):
8(a) Small Business SBA-Certified HUBZone Small Business (HUBZone) Service-Disabled Veteran-Owned Small Business (SDVOSB)
Economically Disadvantaged Women-Owned Small Business (EDWOSB) Women-Owned Small Business (WOSB) Small Business (SB) Large Business (LB)
4. Type of End Product (i.e., Domestic End Product, Foreign End Product, or Other) and Origin.
5. Corporate affiliations, potential joint venture partners, teaming partners, and/or major subcontractor information must be provided with your information.
6. Commercial market information and practices applicable to this supply.
7. A positive statement of your intent to submit an offer as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice.
SAM Registration: Interested parties should register in the System for Award Management (SAM), formerly known as CCR. Information on SAM registration can be obtained at https://www.sam.gov/portal/public/SAM/. Please contact SAM Customer Service at (866) 606-8220 regarding questions/problems regarding SAM registration.

At this time no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. It is the potential offeror's responsibility to monitor SAM.gov for any future solicitation. Responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
