DISA's Office of Equal Employment Opportunity Compliance (OEEOC) requires an 8-hour annual refresher training program for approximately 30 staff members serving as EEO Specialists and Investigators to maintain compliance with U.S. Equal Employment Opportunity Commission (EEOC) Management Directive 110 (MD-110) requirements. The training curriculum must cover updates to EEO laws and regulations, recent legal precedents and EEOC Commission decisions, advanced investigative interviewing techniques, evidence collection, and nuances in harassment and retaliation claims. Training will be required annually over three years, with two sessions per year scheduled for July 22 and 24, 2025. Vendors must demonstrate alignment with EEOC MD-110 guidelines and 29 CFR Part 1614, provide evidence of similar federal training projects within the last three years, and deliver content through Virtual Instructor-Led Training (VILT) with Section 508 accessibility compliance. Qualified instructors must possess 5-10 years of direct federal EEO experience and employ interactive methodologies incorporating case studies, mock scenarios, and Q&A sessions rather than passive lecture formats. Formal certificates of completion are required for all 30 participants. Interested small businesses, including Small Disadvantaged Businesses, 8(a) certified firms, Service-Disabled Veteran-Owned, HUBZone, and Woman-Owned entities, must submit a capabilities statement package of no more than three pages via email to the designated contacts by May 27, 2026, at 4:00 PM EDT, including business information, small business socioeconomic status, and CAGE Code.
