About this file
This Sources Sought Notice is issued by the Department of the Air Force Materiel Command to conduct market research for follow-on sustainment support of T-7 test aircraft at Edwards Air Force Base. The 18-month period of performance seeks a contractor to provide comprehensive operational support for two T-7A Engineering and Manufacturing Development (EMD) aircraft, including full-spectrum maintenance (operational, intermediate, and depot levels), repair, supply chain management, and material support for aircraft, support equipment, and ground training systems.
The market research aims to identify potential sources capable of supporting follow-on testing and certification objectives, including system safety verification, airworthiness certifications, and mission-essential equipment provision. The Air Force is exploring acquisition strategies, potentially as a full and open competition, small business set-aside, or sole source contract. Interested firms must be registered in the System for Award Management (SAM) and can respond with capabilities information within 30 days of the posting date. The requirement anticipates security classifications up to the Secret level, and businesses of all sizes are encouraged to respond, with particular interest in small business and socioeconomic program participants.

The acquisition strategy has not yet been determined. Market research results will assist the Air Force in determining whether this requirement will be a full and open, a small business (or other socioeconomic) set aside, or a sole source acquisition.
NOTE: If there is sufficient demonstrated interest and capability among small business contractors, a key factor in determining if an acquisition will be a Small Business Set-Aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14, Limitations on Subcontracting. If it is determined that a small business set-aside is appropriate and your company anticipates submitting a proposal as the prime contractor for a Small Business Set-Aside, please provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.
Request that large and small businesses provide a reasonable expectation for small business utilization as a percent of total contract value. Please provide supporting rationale for the recommended percentage.
It is anticipated that appropriate security classifications for personnel and facilities will be required up to the Secret level to address Physical Containment Level 2 (PC2) requirements. Appropriate security requirements would be required before contract award.
