DRAFT STATEMENT OF WORK

U.S. Customs and Border Protection

Firing Range

1. OBJECTIVE

The U.S. Customs and Border Protection (CBP) Los Angeles Field Office requires use of a firing range, mat room, and classrooms for quarterly weapons and tactical qualifications training for its Los Angeles/Long Beach Seaport and Los Angeles International Airport (LAX) offices, which include approximately 1,500 officers who require training.

The work address for the CBP officers requiring this service is:

U. S. Customs and Border Protection 301 E. Ocean Blvd Long Beach, CA 90802

The Contractor’s facility must be located within a 30-mile radius of this address.

2. GENERAL TERMS AND CONDITIONS

1) USE OF FIRING RANGE. The Contractor hereby agrees to furnish services and materials as follows:

a) The Contractor authorizes CBP to use the weapons firing range (“range”).

b) The Contractor agrees that CBP shall have the use of all on-site facilities located on the range for its training programs.

c) The use of the range under this contract will be limited to the CBP staff participating in formal training and re-qualification activities.

d) CBP shall provide and be responsible for eye and hearing protection, use of which is mandated by range safety regulations.

e) CBP, not the Contractor, shall provide and be responsible for targets and backers.

f) CBP staff will be abide by any mutually agreed upon range safety rules established by the Contractor.

g) CBP agrees to provide its own Range Masters and adequate safety supervision for its shooters and assumes full responsibility for its personnel while they are using the range under this contract.

h) The Contractor is not required to provide CBP exclusive access to its range except to the extent described in this SOW.

2) USE OF ADDITIONAL INSTRUCTION FACILITIES. The Contractor hereby agrees to furnish services and materials as follows:

a) The Contractor authorizes the CBP representatives to use the instructional facilities under the terms and conditions provided in this contract.

b) The Contractor agrees that CBP shall have the use of on-site instructional facilities (classrooms and gym) for its training programs.

c) The use of instructional facilities under this contract shall be limited to the

CBP staff participating in formal training and re-qualification activities.

d) CBP staff will be abide by any mutually agreed upon rules established by the Contractor while using the instructional facilities.

e) The Contractor is not required to provide CBP exclusive access to its instruction facilities except to the extent described in this SOW.

3. SCOPE OF WORK

The range facility will be used for firearms and defense tactics qualifications, to include taser training and certification, defensive tactics, baton training, and OC Spray training. The Contractor shall provide use of its firing range and instruction facilities in accordance with the following requirements:

a. Range Requirements

i. The range must be located within a 30-mile radius of this address listed in Section 1.

ii. The Contractor shall provide access to two firing ranges with a minimum of eight lanes on one range and a minimum of 12 lanes on the second range. Both ranges must be rated for rifle qualification.

iii. The ranges must be a minimum of 25 yards in length to accommodate shooters using 9mm pistols, 12 gauge shotguns and .223 cal rifles. 50-yard ranges are preferred.

iv. The ranges must allow for use of the following types of ammunition:

a. Handgun small arms ammunition of frangible, full metal jacket, hollow point or soft point construction;

b. Rifle small arms ammunition of frangible, full metal jacket, hollow point or soft point construction; and

c. 12-gauge rifled slugs and 00 buckshot

v. The specific ranges assigned to CBP must be closed to the general public while in use by the CBP Officers, but other areas may remain open.

vi. The ranges must be capable of simulating daylight to allow for night shooting.

vii. The ranges shall include a PA system that is loud enough for shooters to clearly hear range commands down range at the farthest point.

b. Instructional Facility Requirements

i. The Contractor shall provide access to the following instruction facilities

a. Two classrooms

b. An instructor break room area; and

c. A mat room.

ii. Each classroom must accommodate up to 24 officers.

iii. The mat room must accommodate up to 24 officers.

iv. The facility shall also contain, and the Contractor shall provide access to, locker rooms, bathrooms, and a private office or room for nursing staff to include chair, table, and refrigerator.

v. The Contractor is responsible for providing all utilities, such as electricity and water.

c. Facility Maintenance

The Contractor is responsible for providing all quality assurance and maintenance required to keep the facilities in good condition. The Contractor must maintain the facilities in accordance with all Federal, State, and local laws, rules, and regulations Maintenance of roads, earthen berms, target backstops, and related structures/equipment shall be the responsibility of the Contractor. Any lead abatement, heavy metals removal, or HAZMAT costs associated with operating and maintaining a firing range are the sole responsibly of the Contractor.

d. Access/Schedule Requirements

The Contractor’s facilities shall be open and usable at such times that are mutually agreeable to both parties, subject to the following requirements:

i) From January through September, the Contractor shall provide CBP access to the ranges and instructional facilities on various days per month from 7:00 a.m. to 5:00 p.m., a minimum of four days per week, between Monday and Friday. The exact days will be scheduled in accordance with paragraph “vi” below.

ii) From October to December, the Contractor shall provide CBP access to the ranges and instructional facilities on various days per month from 12:00 p.m. to 10:00 p.m., a minimum of four days per week, between Monday and Friday. The exact days will be scheduled in accordance with paragraph “vi” below. During this period the range is used for low-light qualification in lieu of day shooting. Access to the Contractor’s facilities (range, mat room, and classroom) is not required in the morning hours.

iii) In total, use of the Contractor’s facilities is required 180 to 240 days per year. The Contractor shall provide access to the designated facilities up to the maximum 240 days per year.

iv) The Contractor shall honor scheduled range, classroom and mat room times and shall accommodate up to two groups of 24 trainees per session.

v) The range and instructional facilities shall be open and usable at the scheduled times.

vi) CBP will schedule use of the range, classrooms, and mat room a minimum of 30 days in advance. All scheduled range dates are expected to be consecutive with Monday or Friday being the off day in any given week. All Contractor-requested changes to the schedule shall be provided no fewer than 14 days prior to the scheduled date. Changes may be mutually agreed upon outside of the aforementioned timeframes.

e. Storage and Parking

i. The Contractor’s facility must include on-site parking for at least 61 vehicles at no additional cost.

ii. The Contractor’s facility must include storage space for three Government-furnished 28 ft.

storage containers, which will be used to storage ammunition and training equipment. Storage will be secured by lock and key and shall only be accessible to authorized CBP personnel.

iii. The Contractor’s facility must include sufficient available space for use of a portable training facility (for simunition training) with the following dimensions: 48 ft. x 36 ft. Simunition training will be assembled every morning CBP is at the range and disassembled every evening and stored in the CBP storage area.

4. PERIOD OF PERFORMANCE

Base Year: September 1, 2023 – August 31, 2024 Option Year 1: September 1, 2024 – August 31, 2025 Option Year 2: September 1, 2025 – August 31, 2026 Option Year 3: September 1, 2026 – August 31, 2027 Option Year 4: September 1, 2027 – August 31, 2028
