2. Description of the Requirement

The Mission and Installation Contracting Command (MICC) – Fort Bliss is conducting market research to identify sources capable of providing peer intervention training on firearms and lethal means safety for

Soldiers assigned to Fort Bliss tenant units. This is anticipated to be a non-personal services requirement performed at Fort Bliss, Texas, over a single seven-month period of performance. The anticipated scope includes (SEE PWS FOR SPECIFICS):

• Individual training: didactic, interactive, and multimedia training that teaches a peer intervention program on firearms and lethal means safety designed for the military community, featuring examples of current or former military members with lived experience managing firearms access when suicide is a risk;

• Training materials: a professionally designed suite of print and electronic educational materials, including conversation guides, written in accessible, non-clinical language, with video, graphic design, and copywriting capability to adapt materials as needed;

• Training assessment: pre-, post-, and follow-up training surveys of Soldiers, conducted in accordance with DoD Instruction 3216.02 (Protection of Human Subjects), with assessment expertise in peer programs and/or suicide prevention;

• Organizational training and engagement: a program equipping organizations (brigades, divisions, etc.) to incorporate peer intervention education into their organizational culture and battle rhythm, including direct training of approximately 25 to 50 percent of Soldiers in participating organizations and leadership development programs;
