General system requirements include Microsoft Windows 8 operating system, a 10.1-inch multi-touch monitor, automatic image annotation, patient database functionality, and one-touch export capabilities. The VA is particularly interested in identifying Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), and other small business manufacturers or authorized distributors capable of providing these items, with preference for U.S.-manufactured equipment. DESCRIPTION
This market research notice is being conducted by Network Contracting Office (NCO)17VHA Regional Procurement Office-West (RPOW) 5441 Babcock Road Medical Center. 302 San Antonio TX 78240 for the procurement for the VuPad Portable B-Scan for the Ophthalmology department for the Olin E. Teague Veterans Medical Center, 1901 Veterans Memorial Dr., Temple, TX 76504.
• The Central Texas Veterans Healthcare System, Olin E. Teague Medical Center (VAMC) reservice Ophthalmic Ultrasound Systems and (1) B Scan/UBM for its Ophthalmology department, located at 1901 Veterans Memorial Drive, Temple, Texas 76504. This equipment is used to visualize the internal structures of the eye and its surrounding areas. By utilizing high-frequency sound waves, these non-invasive techniques produce detailed images that assist ophthalmologists in diagnosing various eye conditions. They are particularly useful for assessing eye structures such as the retina and optic nerve, especially when direct observation is hindered by cataracts or other obstructions. Additionally, eye ultrasounds are employed to detect and evaluate tumors, cysts, or retinal detachments, as well as to measure the size and shape of the eye for surgical planning. These technologies are essential for guiding treatments and ensuring accurate diagnoses in eye care. VAMC aims to replace its current equipment that has reached its end-of-life.
• The primary objective of this contract is to procure state-of-the-art ophthalmic equipment, specifically the replacement of existing VuPad devices that have reached their end-of-life, to ensure the highest quality of eye care for our veterans. The contract will be established as a base purchase agreement, without options for extension. Ensuring top-tier ophthalmological diagnostic capabilities, this initiative will support the commitment to providing unparalleled healthcare services to our veterans, maintaining the highest standards in medical technology and care delivery.
• Scope of Work Vendor shall deliver the following to 1901 Veterans Memorial Drive Temple, Texas, 76504 within 90 days of contract award date:

d. The intent of this notice is to establish sources to define the procurement strategy (e.g.
set-aside, sole source, unrestricted) for a solicitation that VA intends to post soon. Interested contractors are requested to respond in accordance with the following:
e. Where is the item manufactured, the VA is interested in procuring items manufactured in the United States. Provide City and State.
f. you have an existing GSA or VA, Federal Supply Schedule contract, include the contract details in your response.
g. Please note that VA is particularly interested in determining the availability of
Service Disable Veteran Owned Small Business/Veteran Owned Small Business or other Small Business manufacturers or authorized distributors that can provide this item.

i. DISTRIBUTORS: You must provide proof that you are an authorized distributor.
VA does not accept gray market items.
j. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g., if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set aside).
