AVAILABLE.
THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST
FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov for receipt by close of business (2 p.m. local Denver time) on July 13, 2022:
(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;
(2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility – DO NOT SEND COPIES OF YOUR SAM PROFILE;
(3) Letter from bonding agent stating your firm’s capability to bond for a single project of $20 million, and your firm’s aggregate bonding capacity; and
(4) Provide a list of road construction projects of equal or greater value and scope to the NM SIE 10(1) Lakeshore Road project in which you performed (as the prime contractor) removal of structures, roadway excavation, structural excavation, aggregate base, asphalt concrete paving, structural concrete, precast, prestressed concrete girders, reinforcing steel, bridge railing, and drilled shafts. THE ABOVE WORK.
The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/
A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs.
Project Details: NM FLAP SIE 10(1) Lakeshore Road:
Location: Elephant Butte State Park

PROJECT DESCRIPTION: The proposed Lakeshore Road project is needed to improve safety for motorists and pedestrians using Lakeshore Road and to enhance long-term public access to recreation areas located within Elephant Butte State Park and Elephant Butte Reservoir.
The project is needed to improve drainageways that cross Lakeshore Road at four separate locations through undersized culverts, causing significant roadway damage and closures during heavy rainfall. Lakeshore Road provides visitors with access to a variety of public areas located on the northern side of Elephant Butte Reservoir including general reservoir access, Three Sisters campground, day use facilities, Rock Creek Marina, as well as private residences and businesses.
SCOPE OF THE WORK:
The proposed project includes replacing the existing culverts at four separate locations (Site 1 through 4) along Lakeshore Road with new culverts or bridges.
l Site 1 at Hot Springs Landing consists of twin 92-inch (in) by 76-in corrugated metal pipe culverts with shotcrete slope protection. The proposed drainage improvements at this location will consist of replacing the existing culverts with double 10 feet (ft) wide x 5-ft-high x 144-ft-long concrete box culvert with riprap outlet for energy dissipation. An approximately 1000-foot-long segment of Lakeshore Road will be resurfaced to accommodate two 11-foot-wide travel lands and 1-foot-wide shoulders with a graded ditch. The vertical profile will be raised by approximately 1 to 4 feet to accommodate the new culvert structures. No changes to the horizontal profile are proposed at this location.
Site 2 at Rock Canyon consists of triple 36-in corrugated metal pipe culverts with upstream/downstream concrete sloped headwalls. The proposed drainage improvements at this location consist of replacing the culverts with double 10-ft-wide x 5-ft-high x 123-ft-long concrete box culverts with riprap outlet for energy dissipation. An approximately 1,400-foot-long segment of Lakeshore Road will be resurfaced to accommodate two 11-foot-wide travel lands and 1-foot wide shoulders with a graded ditch. The vertical profile will be raised by approximately 1 to 5 feet to accommodate the new culvert structures. No changes to the horizontal profile are proposed at this location.
Site 3 at Long Point consists of twin 48-in corrugated metal pipe culverts with flared end sections with concrete aprons. Lakeshore Road at this location contains a sharp horizontal curve with poor sight distance which is a potential safety issue for drivers. Improvements at this location will consist of shifting the alignment of Lakeshore Road to the west to improve sight distance and straighten the horizontal curvature of the roadway. An approximately 700 linear foot segment of Lakeshore Road would be reconstructed west of the existing Lakeshore Rd alignment to accommodate two 11-foot-wide travel lands and 1-foot-wide shoulders with a graded ditch. A new 70-ft-long span bridge would be constructed along the realigned segment of Lakeshore Road to convey the ephemeral drainage. The abandoned portion of Lakeshore Road would be utilized during construction to maintain traffic flows. After completion of the relocated Lakeshore Road segment, the abandoned segment would be obliterated, and the existing culvert structures would also be removed.
Site 4 at Cedar Canyon consists of five 36-in corrugated metal pipe culverts with upstream concrete sloped headwall at the south end and twin 36-in corrugated metal pipe culverts with concrete sloped headwall at the north end of the site. The proposed drainage improvements at this location will consist of replacing the existing 5 culverts with a 110-foot-long span bridge.
The existing roadway embankment and 5 culvert structures would be obliterated and removed to accommodate the new bridge. The twin overflow culverts at the north end of the site located at Sta. 409+73 would be removed and not replaced because they would be no longer needed. Any drainage at this location would sheet flow to the south towards the new bridge crossing. An approximately 1,300-foot segment of Lakeshore Road would be resurfaced to accommodate two 11-foot-wide travel lands and 1-foot-wide shoulders with a graded ditch. The vertical profile will be raised by approximately 1 to 7 feet to accommodate the new bridge structure. No changes to the horizontal profile are proposed at this location.

ANTICIPATED SCHEDULE: The anticipated advertisement date for the project is October 2022 with construction anticipated from December 2022 to November 2023.
ENGINEER’S ESTIMATE: The estimated price range is Between $10 million and $20 million.
