N32205-SS-N102-26-001 17 August 2026
Subject: Small Arms Weapon Training for Training Center Hampton Roads
DESCRIPTION: This is a market survey for acquisition planning purposes, and no formal solicitation exists at this time. MSC is soliciting input to determine the technical, administrative, management and financial capability of potential offerors to perform this kind of work.
Military Sealift Command (MSC) has a follow on for scheduled use of a Training Area in the FT Eustis, VA area, suitable for the conduct of (7.62mm, 5.56mm, 9mm, 12GA) small arms training for Civilian Mariners (CIVMARs), Military, and Contract Mariners (CONMARs) by MSC Small Arms Marksmanship Instructor Qualified personnel. Weapon qualified CIVMARS, Military, and CONMAR Personnel are necessary for the fulfillment of vessels’ competency matrix, manning requirements, security force requirements. Renewal of this training is required annually.
The Contractor shall provide a Training Area, where MSC personnel are capable of shooting the weapons required to satisfy the practical training, demonstration and qualification portions of Small Arms weapon Training and Qualification process for the shipboard security force personnel, as detailed in OPNAVINST 3591.1 (series). Qualifications will be conducted using 9mm, 5.56mm, 7.62mm and 12ga ammunition. The range may be either an outdoor or indoor facility and must be in compliance with Naval Occupational Safety and Health regulations, including requirements found in OPNAV 5100.23 series.
The location of the range shall be located within 50-mile driving radius and 1-hour of driving time from Training Center Hampton Roads located at 650 Monroe Ave FT Eustis, Newport News, VA and the FT Eustis area contract authorized lodging. The proximity of the range contractor within 50-mile driving radius and 1-hour of driving time ideally facilitates MSC CIVMARS travel arrangements to attend training and return to the MSC FT Eustis training facility and area contract authorized lodging. The close proximity of the range to the MSC FT Eustis training facility will allow for the movement of the weapons and ammunition to/from the storage facilities.
All Small Businesses, Service-Disabled Veteran-Owned Small Business, Certified Woman Owned Small Business Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond.
The NAICS Code is 713990: All Other Amusement and Recreation Industries, and the Size Standard is $9.0M.
This information will be used by the Contracting Officer to assist in developing the procurement strategy, including whether a small business set-aside can be established, if the requirement should be sole sourced to large business, or whether small businesses and large businesses should be able to compete for work. If a small business set-aside is established, then FAR clause 52.219-14, Limitations on Subcontracting, applies. Note that if there is sufficient demonstrated interest and capability among small businesses, a key factor in determining if an acquisition will be a small business set-aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14.
This is a request for information only and your response is not an offer. This request for information does not commit the Government to pay for any costs incurred in preparation of any submission to this market survey.
