About this file

This is a Sources Sought Notice and Request for Information issued by the U.S. Food and Drug Administration (FDA), Office of Facilities, Engineering and Mission Support for market research purposes. The FDA is seeking to identify potential sources capable of providing one large-area 2D X-ray flat panel detector suitable for laboratory cone-beam CT (CBCT) and fluoroscopy imaging to support human-sized phantom development and testing. The notice is not a binding solicitation and does not commit the Government to award a contract; however, responses will inform the FDA's acquisition strategy and small business set-aside determination. Responses are due by May 12, 2026 at 4:00 PM Eastern Time to Freshta Javid at Freshta.javid@fda.hhs.gov.

The detector must meet minimum technical specifications including a 42.7 cm × 42.7 cm active imaging area, 170 μm pixel pitch, 50% MTF at 1 lp/mm, 70% DQE, and support energy ranges of 40-150 kVp with frame rates of 25-40 fps depending on imaging mode. Additional requirements include air cooling only, operating temperature of 19-49°C, radiation tolerance of 2,000 Gy, weight not exceeding 15 kg, and delivery as a complete operational kit with minimum one-year warranty and remote technical support. Responses must include company information, UEI/CAGE codes, SAM.gov registration confirmation, detailed technical capability statements with compliance matrices, delivery timelines, warranty descriptions, past performance references, and optional rough order of magnitude pricing. Submissions are limited to 10 pages (excluding attachments and data sheets) in PDF or Word format. The NAICS code is 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing) with a 1,000-employee size standard, and the set-aside status will be determined based on market research results.
