About this file

This Sources Sought Notice is for the Ohio Army National Guard's FY 2025 Camp James A. Garfield Joint Military Training Area Culvert Project, seeking small business contractors for a design-build infrastructure repair project. The base bid involves replacing two culverts on Smalley Road: a 6' x 6' concrete box culvert (32' long) with failed wingwalls and safety issues, and a 162-foot two-line 48" reinforced concrete pipe system with a failing catch inlet. Optional work includes replacing additional culverts on Road 5C and performing erosion repairs at various sites, involving rock placement to prevent roadway undermining.

The project is valued between $500,000 and $1,000,000, with interested prime contractors required to submit a five-page response by June 20th, 2025, including a statement of intent, completed Sources Sought Information Request Form, three-year project history, and resource/personnel overview. The solicitation (W91364-25-B-A005) is initially targeted at small businesses, with the potential to become an unrestricted competition if insufficient small business sources are identified. Responses must be emailed to Contract Specialist Barry Beale and Contract Officer Herbert Brown, with a specific subject line requirement.

Sources Sought Notice Ohio Army National Guard FY 2025 Camp James A. Garfield Joint Military Training Area Culvert Project Category: Y –Construction of Structures and Facilities Date Published: 06/05/2025 Ohio Army National Guard Beightler Armory 2825 W. Dublin Rd.

Synopsis: OHARNG FY25 CJAG Culvert Project The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. The Ohio National Guard (OHARNG) intends to issue a solicitation and award a contract for the repair/installation of culverts at various locations across the Camp James A. Garfield Joint Military Training Center (CJAG) in Ravenna, Ohio. Work to be accomplished includes but may not be limited to the following items:

BASE BID – DESIGN BUILD

The base bid will consist of two culverts. The contractor will be required to assess the areas surrounding the existing culverts and create a design that will include both replacing the culverts and correcting erosion issues A. Smalley Road Box Culvert

a. The existing culvert is a 6’ x 6’ concrete box culvert and is 32’ long. Rock gabion wingwalls have failed resulting in erosion of the roadway embankment. The existing culvert also appears to be undersized based on channel observations. Additionally, there is little clearance between the ends of the culvert and the edge of the pavement at each end, which creates a safety hazard for motorists.

b. Perform the necessary site investigations to include geotechnical, site survey, hydraulic analysis, wetland delineation, etc. to develop construction drawings and specifications required for a new box culvert. A prior recommendation for a box culvert with a 6’ rise and 12’ span and length of 40’ to include rock channel protection at inlet and outlet and new guardrail in compliance with design standards was made based on a recent bridge inspection survey.

B. Smalley Road – Area 1A Culvert

a. The existing culvert is two lines of 48” reinforced concrete pipe connected by a masonry catch inlet with a total approximate length of 162 feet. The existing catch inlet structure is failing and erosion is visible adjacent to the inlet creating a safety hazard to motorists and to mowing operators. Additionally, there is visible separation occurring at the pipe joints.

b. Perform the necessary site investigations to include geotechnical, site survey, hydraulic analysis, wetland delineation, etc. to develop construction drawings and specifications required for a new culvert that eliminates the catch inlet and reduces the overall length.

Additional option locations may include the following.

OPTIONS

C. OPTION 1: Road 5C Culverts

a. Replace 18” diameter x 40’ long culvert. Install half-height headwalls at each end.

b. Replace 12” diameter x 30’ long culvert.

D. OPTION 2: Erosion Repairs – Various Sites

a. NFR 2.52 – Place appropriately sized dump rock along east abutment to prevent further erosion and scour.

b. NFR 1.32 – Place appropriately sized dump rock at eroded areas at northwest and northeast quadrants.

c. GLR 2 - Place appropriately sized dump rock at inlet, outlet, and behind wingwalls along approach embankment at all four quadrants to prevent further erosion and eventual undermining of roadway pavement.

d. GLR 3 - Place appropriately sized dump rock at inlet, outlet, and behind wingwalls along approach embankment at all four quadrants to prevent further erosion and eventual undermining of roadway pavement.

e. Estimate a total of 100 tons of Type C Rip Rap to be distributed between the four sites above.

The magnitude of this project is between $500,000.00 and $1,000,000.00. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a bid as a prime contractor no later than June 20th 2025. This notification, which shall not exceed five typewritten pages, must include:

(1) positive statement of intent to bid as a prime contractor

(2) a completed and signed Sources Sought Information Request Form

(3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor.

(4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
