About this file
This document is a Sources Sought Notice from the Department of Commerce National Institute of Standards and Technology (NIST). The purpose is to obtain information about the availability and capability of qualified software sources to replace the Repliweb file replication software, which is no longer supported. NIST is seeking responses from all responsible sources, including small businesses, to identify software equivalent to Coviant Software's Diplomat MFT Enterprise Edition that can meet NIST's requirements for file replication services within their firewall configuration and security needs. The period of performance is for 5 years, base year plus four option years. Interested parties are requested to submit capability statements of no more than 10 pages to the contracting office within 10 calendar days. The capability statement should include company information, socioeconomic status, GSA schedule or SEWP contract details, and any relevant additional details.

Document Type: Sources Sought Notice Source Sought Number: AMD-SS-NB184000-25-00068_GL Title: File Replication Software
General Information
This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response. The purpose of this notice is to obtain information regarding the availability and capability of qualified software sources. This notice is strictly for market research and information purposes only. Responses will assist the Government in determining a software to replace Repliweb and the appropriate acquisition method, including whether a set-aside is possible.
NIST is seeking responses from all responsible sources. Small businesses are defined under the associated NAICS code for this effort, 513201 Software Publishers, as those domestic sources having less than $47M average annual receipts. Please include your company’s size classification and socio-economic status in any response to this notice.
This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the National Institute of Standards and Technology (NIST) for conducting a follow-on activity. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information.
This notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract or other obligating agreement. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will not be responsible for any costs incurred by the respondents to this notice.
Requirement
The Infrastructure Services Division (ISD) of the Office of Information Systems Management (OISM) at NIST provides system administration for all enterprise servers and scientific computing systems for NIST programs. ISD designs, implements, and maintains NIST's automated information processing systems, including the electronic commerce, information delivery systems, and computer storage systems for NIST. ISD responsibilities include the Shared Server Systems. Shared Servers offer cost effective hosting and application use for our customers who do not have the budget to afford a dedicated server, or their required use is minimal. One of these minimal uses is file replication services. The end user places files on a dedicated server and specialized software replicates that file to specific endpoints (other servers). Currently this specialized software is called Repliweb. This software was discontinued and is no longer supported. As such, it needs to be replaced on the NIST network with software that can be supported. Thus far, the Government has identified Coviant Software’s Diplomat MFT Enterprise Edition to prevent disruption to the high availability application servers providing critical NIST enterprise services. The software must work within NIST firewall configuration and security requirements, SQL Database support, and architecture.
This is a sources sought notice to identify file replication software equivalent to Coviant Software’s Diplomat MFT Enterprise Edition to replace Repliweb to prevent disruption to NIST mission–critical services and to find vendors capable of meeting Government’s requirements.
The period of performance is for 5 years, Base Year plus four (4) Option Years to commence at the time of award.

Instructions to Responders
Interested parties that have the capabilities to meet the Government’s requirements shall email their capability statement/software suggestion no more than 10 pages, describing their abilities to meet all requirements to gina.lee@nist.gov no later than 10 calendar days from posting of this sources sought notice. The report should include relevant information to your capabilities including any requirements that cannot be met or is deemed close to but not meeting an identified requirement.
Also, the following information is requested to be provided as part of the response to this sources sought notice:
1. Name of company(ies), their addresses, and a point of contact for the company (name, phone number, fax number and email address).
2. Indication if the company(ies) are small business and/or any other social economic category(ies). Please highlight if company is an 8(a) and/or owned by an Alaska Native Corporation, Indian Tribe, Native Hawiian Organization, Community Development Corporation; HUBZONE, SDVOSB, EDWOSB or WOSB.
3. Indication of whether the services required are currently on one or more GSA Schedule (i.e. Multiple Award Schedules [MAS]) contracts and, if so, the GSA MAS contract number(s) or NASA SEWP, if so, the NASA SEWP contract number(s).
4. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
