This is a Sources Sought notice only. This is not a request for quotes and no contract will be awarded from this announcement. The Government will not provide any reimbursement for responses submitted in response to this Source Sought notice. Respondents will not be notified of the results of the evaluation.

If a solicitation is issued it shall be announced later, and all interest parties must response to that solicitation announcement separately. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.

The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 561621, (Security System Service (except Locksmiths) with a size standard 25 million. The Department of Veterans Affairs (VA), Network Contracting Office 1 (NCO 1) is seeking to identify any vendor capable of providing SecureCare Door Guardian Serice at the Bedford MA VAMC per the Statement of Work (SOW).

This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are encouraged to submit information relative to their capabilities to fulfill this requirement, in the form of a statement that addresses the specific requirement identified in this Sources Sought. Information received from this Sources Sought shall be utilized to facilitate the Contracting Officer’s review of the market base, for acquisition planning, size determination, and procurement strategy.

Submission Instructions: Interested parties who consider themselves qualified to perform the services are invited to submit a response to this Sources Sought Notice by July 25, 2024 3:00 PM EST. All responses under this Sources Sought Notice must be emailed to david.valenzuela2@va.gov with RFQ #36C24124Q0748 in the subject line. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Interested parties should complete the attached Sources Sought Worksheet. Parties may submit additional information related to their capabilities, provided it contains all the requirements contained in the Sources Sought Worksheet. Responses to this Sources Sought shall not exceed 8 pages. In addition, all submissions should be provided electronically in a Microsoft Word or Adobe PDF format.

CAPABILITY STATEMENT:

Provide a brief capability and interest in providing the service as listed in Attachment 2 SOW with enough information to determine if your company can meet the requirement. The capabilities statement for this Sources Sought is not a Request for Quotation, Request for Proposal, or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company’s ability to provide the services outlined in the SOW. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation.

Attachment 2

SCOPE OF WORK

Secure Care Door Guardian Service

GENERAL:

A. Bedford VA Hospital require the Contractor provide a Secure Care Door Guardian Service Agreement for our campus’s 30 Door Guardian locations.

WORK INCLUDES:

A. Furnish equipment, accessories, and materials in accordance with specifications provided by the manufacturer: Secure Care B. The scope of work for the Service Agreement shall cover the following:

· The Contractor shall test and inspect the campus’ entire Door Guardian system at each location as show in the attached “DG Locations” on an annual basis. This includes a complete inventory of all system components complete with unique identifies affixed or near each device. Contractor shall inspect, but not limited to, the following or as stated by manufacturer’s recommendations:

i. Check door panel/controller communications status.

ii. Check door control panel/controller batteries. Note battery type, voltage amp-hour rating and date code. Test and note battery voltage.

iii. Inspect door hardware for operation, damage, and misalignment.

iv. Inspect and test operation of equipment at each door.

v. Verify and note current software version and device firmware versions, when applicable.

vi. Provide written report to end user stating the above is working properly.

· Contractor shall perform schedule maintenance services on the equipment covered under this agreement. Components and parts on the system that are found to be defective, have failed operationally, or which exhibit signs of near-term failure will be identified during the preventative maintenance inspection or test. If the component is covered under a current factory warranty, said part or component will be replaced at no charge to the client including labor during normal business hours. For any equipment requiring repair or replacement that is not covered, an estimate will be prepared and submitted for approval.

· Inspection Reports – The Contractor shall furnish a written report certifying that such tests and inspections have been completed documenting any deficiencies found which may require corrective action.

· Contractor shall provide a “Savings Account” for an annual allowance of $3,000. The Savings Account shall be used as follows:

i. All time spent on service engagements will consume prepaid funds from the Savings Account. The funds will be reduced based on the priority level along with the time spent on the engagement to the nearest 30-minute interval.

ii. All service engagements and research will be document in a report and made available to the client in a monthly statement or upon request.

iii. All prepaid funds unused by the client will remain in the account until utilized, with no expiration date. The client can request a refund for any unused funds.

· The priority levels shall be as followed:

i. Priority 1 – Total system outage, resulting in significant interruption to business and no work around is available.

ii. Priority 2 - System performance or business operations are severely degraded. System is still operational but with noticeable impairment. Business operations can continue and impact to security/personal is with limited risk.

iii. Priority 3 – Minimal overall impact to business, system operation or very low security risk. Includes critical end point failures.

iv. Priority 4 – General support calls, trouble tickets, non-critical end point failure, or moves add changes requests.

· The following are the expected response times for the tech to arrive for each priority:

i. Priority 1 – within 2 hours/same day.

ii. Priority 2 – within the next business day.

iii. Priority 3 – 2 business days.

iv. Priority 4 – 3 business days.

· Contractor shall be located within 50 miles of the Bedford VA. The Door Guardians are critical items that directly affect patient care/safety and must addressed immediately in the event of a Priority 1.

C. Contract shall have 4 option years to extend.
