SOURCES SOUGHT NOTICE
DISCLAIMER: THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A BPA AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT NOTICE IS STRICTLY VOLUNTARY.
The Naval Surface Warfare Center, Carderock Division (NSWCCD) is requesting Battlefield Dosimeters that are Brand Name or Equal. The manufacturer is Miron Technologies Inc. and they have developed the IM-276A/PD also known as the MBD-2 as a full solution for the Navy
The materials will be FOB Destination and delivered to:

The primary North American Industry Classification System (NAICS) code for this procurement is 334519, Other Measuring and Controlling Device Manufacturing, which has a size standard of 500 employees.
The anticipated length of contract will span sixty (60) months beginning at the time of award with an ordering period of fifty-six (56) months beginning at the time of award. It is anticipated that the Request for Proposal (RFP) will be issued on or around 24 March 2021 via beta.SAM, and a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) is anticipated.
It is requested that all interested Small Business concerns, including but not limited to HUBZone, 8(a) Small Disadvantaged Businesses (SDB), and Service Disabled Veteran-Owned Small Businesses (SDVOSB), respond with a brief Capability Statement to be used to determine the availability of Small Business concerns for this requirement. Interested Small Business concerns shall address, as a minimum the following: (1) Company Profile to include number of employees, office location(s), DUNS number, CAGE code and must identify their small business socio-economic categories; (2) Partnership agreements with any large businesses. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that submissions will not be returned.
The Capability Statement shall succinctly address all sections of the minimum specification provided.
Demonstrated ability to meet the minimum requirements of the minimum specifications may include citing and describing the same or similar relevant performance, but does not limit the interested Contractor’s approach to demonstrate capability.
NOTE: Only information provided in the written Capability Statement shall be considered.

Attachment 1: MINIMUM SPECIFICATIONS – BATTLEFIELD DOSIMETER
1. Scope
The purpose of this Indefinite Delivery/Indefinite Quantity (IDIQ) contract is to complete the fielding of the IM-276A/PD Battlefield Dosimeter (BD). The IM-276A/PD is the latest version of the personal dosimeter for both wartime scenarios and Operations Other Than War (OOTW) and leverages existing proven technology and performance of the IM-276/PD.
The IM-276A/PD is the only commercial-of-the-shelf (COTS) device that meets all of the Item Specifications described in Technical Manual for the IM-276A/PD Battlefield Dosimeter (SE720-AK-TMM-010).

3. Minimum Requirements
a. IM-276A/PD Units All units shall conform to the specifications in Attachment 1. The Government will acquire IM-276A/PD Battlefield Dosimeter Units, up to a maximum of 20,000 BDs. Step ladder pricing shall be provided by the contractor. The estimated ordering schedule is as follows:

Receipt inspection will be performed by the Government to ensure compliance with the dosimeter performance requirements.
b. Test Reports and Objective Quality Evidence (Option) If this option is exercised, the Contractor shall demonstrate the ability of the proposed Battlefield Dosimeter to meet the requirements of Attachment 1 through testing and shall provide Objective Qualitative Evidence (OQE) of the product performance and compliance with the requirements herein. All test reports and OQE submitted shall be obtained from only IM-276A/PD test results. The Contractor shall follow the guidance provided by the Contracts Data Requirements List (CDRL) A001.
c. UID Registration, Labeling, and Packaging The Contractor shall register each BD with the Department of Defense (DoD). The Contractor shall follow the guidance provided by CDRL B001. In registering the units, the Contractor shall generate a Unique Identification (UID) for each unit. The Contractor shall utilize http://www.acq.osd.mil/dpap/pdi/uid/data_submission_information.html for registration information.
Each BD unit shall include a label. The label shall contain both Human-Readable Information (HRI) and Machine-Readable Information (MRI).
HRI shall include:
Manufacturer: CAGE Code (to be provided by the vendor) Part Number (PN): Military Nomenclature (to be provided by Government after award) Serial Number (SN): (to be provided by the vendor) Description: (to be provided by Government after award)
MRI shall conform to section 5.2 of MIL-STD-130N for a Unique Item Identifier (UII) Construct #2 -- Format 06. Of note in the military standard:
Section 5.2.1 contains minimum data requirements.
Section 5.2.2 details the protocol to be used (use MH10.8.7).
Section 5.2.3.2 denotes the requirements for the two dimensional symbol.
The Contractor shall generate nameplates in accordance with MIL-DTL-15024G. The Government shall approve of the design and placement of nameplates on the unit before delivery of production units. At a minimum, the nameplates shall meet the following guidelines:
· Type G adhesive back plate.
· The material shall be adhesive backed metal foil.
· All characters shall be integrated into the plate.
· Whatever process (e.g. screening, anodizing, chemical etching, or photographic process) is used, the nameplates shall meet the durability requirements in accordance to MIL-DTL-15024G.
· The durability requirements include, but are not limited to, temperature and moisture resistance, solvent and salt fog resistance, flammability resistance, and cleaning resistance.
· Additional information may be added by a typewriter or serializing device, which will not break through the foil or produce an impression or raised surface, which would affect the adhesive qualities of the plate.
MIL-STD-130N Style II (Black Background with White Characters) for color shall be utilized for labels. Unless specified the size of the characters shall not be less than 3/32 inch in height. Nomenclature characters shall not be less than 3/16 inch in height. MIL-STD-130N Sections 4.2 - 4.9 provides guidance on characters.
The BD shall be packaged (preserved) to Method 51 as described in page 20 of MIL-STD-2073-1E (Water vapor proof bag, sealed) and packed to Level B in accordance with MIL-STD-2073-1E. Packaging to Method 51 shall satisfy Electrostatic Discharge (ESD) requirements. ESD-sensitive caution labels and outer-packaging labels shall be applied in accordance with MIL-STD-129P.
The packaging configuration for the BD will be determined at the time of each delivery order. The Contractor shall be able to provide each of the following case variations/options:
· 100 BDs/Case
· 50 BDs/Case
d. Technical Manual (TM) The Contractor shall print and provide the Navy approved TM inside each BD carrying case delivered. The Contractor shall follow the guidance provided by the Contracts Data Requirements List (CDRL) A002.
Up to a maximum of 185 TM’s may be acquired and shall be separately priced.
e. Commercial Hard-shell Carrying Cases (100 BDs/Case) The Contractor shall provide the BD in a hard-shell carrying case with a Cross-Linked Polyethylene (XLPE) foam insert to support and protect the equipment. Nameplates shall be placed on the outside of the carrying case in accordance with MIL-DTL-15024G and the requirements discussed in section 4.c.
Up to a maximum of 75 (100 BDs/Case) may be acquired.
f. Commercial Hard-shell Carrying Cases (50 BDs/Case) The Contractor shall provide the BD in a hard-shell carrying case with a Cross-Linked Polyethylene (XLPE) foam insert to support and protect the equipment. Nameplates shall be placed on the outside of the carrying case in accordance with MIL-DTL-15024G and the requirements discussed in section 4.c
Up to a maximum of 110 cases (50 BDs/Case) may be acquired.
g. Bluetooth and NFC Dongles for operating Calibration Software The Contractor shall provide the necessary dongles needed to operate the calibration and maintenance software of the BD.
Up to a maximum of 10 dongles may be acquired.
h. Gold Standard IM-276A/PD for calibrating the TS-4575/FDM (DI40-MAC)
The contractor shall provide the necessary Golden IM-276A/PDs needed to calibrate the TS-4575/FDM (DI40-MAC) Maintenance and Calibration Systems for the IM-276A/PDs.
Up to a maximum of 14 Golden IM-276A/PD may be acquired.
