SOURCES SOUGHT NOTICE
Department of Interior (DOI), U.S. Geological Survey (USGS)
Reference # DOIGFBO210003 The Department of the Interior (DOI), U.S. Geological Survey (USGS), is conducting a MARKET SURVEY to determine the interest and capability of any firm eligible to compete under NAICS code 562910 for an upcoming requirement needed by the USGS – TRIGA Reactor (GSTR) facility located in Denver, CO for equipment and assistance in unloading of one NAC- LWT cask shipment of one hundred and three lightly irradiated fuel elements to the USGS TRIGA reactor facility in accordance with the unofficial (draft) Performance-Based Work Statement (PWS) shown below.
THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING
INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE
RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary.
Unofficial PWS Draft
1. INTRODUCTION AND BACKGROUND
The United States Geological Survey (USGS) TRIGA Reactor (GSTR) facility needs equipment and assistance in unloading of one NAC-LWT cask shipment of one hundred and three lightly irradiated fuel elements to the USGS TRIGA reactor facility.
In order to ensure enough fuel for the remainder of the planned facility lifetime, additional lightly irradiated fuel is being procured from an international research reactor facility that is undergoing decommissioning. This shipment of fuel coming from an international source is being sent in the NAC-LWT type shipping cask. This selection was made independent of the GSTR, as it was done under contract between the fuel supplier and the shipper. Given the proprietary and security sensitive nature of nuclear equipment and items such as shipment casks, specialty support equipment and services must be obtained to successfully unload the cask.
2. SCOPE
The scope of this acquisition is to secure required specialty equipment and services to support the successful movement of lightly irradiated nuclear fuel from the NAC-LWT shipment cask into the GSTR facility. The degree of equipment and assistance required is variable depending on a site evaluation by the supplier, the determined complexity of the evolution, and the degree of competency of GSTR personnel to perform certain tasks.
3. APPLICABLE DOCUMENTS
3.1. Code of Federal Regulations Title 10 (Energy), Chapter I (Nuclear Regulatory Commission), Part 71 (Packaging and transportation of radioactive material) [10 CFR 71], January 1, 2006, as supplemented by Final Rules with later effective dates as promulgated by the NRC (until the date the contract is signed).
3.2. USGS procedures relevant to, but not limited to, facility access, security, safety, and radiological controls

4. TECHNICAL REQUIREMENTS
The equipment and support to be acquired should satisfy the following technical specifications and requirements:
4.1. Assist the USGS with the update of procedures required to unload the fuel from the NAC- LWT cask and into their reactor pool and fuel storage pits.
4.2. Lease or provide supporting transfer systems equipment in the form of the dry transfer system casks, intermediate transfer system casks, and associated equipment as identified in the cask components list in the procedures.
4.3. Provide all materials as needed (i.e. steel plate, sand, etc.) to level the NAC-LWT cask and other casks as necessary in the USGS laydown area.
4.4. At USGS option, lease or provide large equipment needed to handle the NAC-LWT and associated transfer systems, such as an overhead crane, scissor lifts, powered pallet jack, etc.
4.5. At USGS option, lease or provide all rigging required to remove the NAC-LWT cask from the trailer using an overhead crane.
4.6. At USGS option, assist USGS with the unloading of the NAC-LWT cask and transfer of fuel elements into the USGS reactor pool and fuel storage pits utilizing intermediate cask solutions, such as the DTS, Inner ITS and Outer ITS. This will include travel and associated costs.
4.7. At USGS option, provide required or appropriate tools for use during cask activities.
4.8. At USGS option, fabricate a sealed damaged fuel canister handling tool or solution with adequate length to reach the reactor tank bottom.
4.9. At USGS option, prepare the empty NAC-LWT cask and auxiliary equipment for shipment, if not covered by a separate agreement with Edlow International, STS, or VTT.
4.10. Personnel involved in the transportation and handling shall meet the NRC requirements for background checks for access to SGI.
4.11. Fuel must be handled and packaged in accordance with all shipping facility and shipping containers requirements.
4.12. Personnel must be qualified to operate equipment necessary to conduct this evolution per their assigned tasks via licensure or other relevant documentation.
4.13. The supplier personnel shall follow and adhere to USGS procedures relevant to, but not limited to, facility access, security, safety, and radiological controls.

5. DELIVERABLES
5.1. The contractor shall provide at least monthly status updates to the USGS.
5.2. The contractor shall manage all subcontracts (if any).
5.3. USGS shall provide final decision on options to the supplier no less than 30 days from the scheduled arrival date of the NAC-LWT cask on site.
5.4. The acquisition will be considered fully successful upon safe movement of all fuel elements from the NAC-LWT cask into the GSTR facility and completed preparation of all equipment for return shipment to the appropriate destination.
(End of Unofficial PWS Draft)
