THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION ONLY: THIS IS NOT A REQUEST

FOR QUOTES/PROPOSALS OR AN INVITATION FOR BIDS.

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quotes. Submission of any information in response to this market survey is purely voluntary and will be used only for market research purposes to determine availability of sources, commerciality, and competitive strategy. The government assumes no financial responsibility for any costs associated with any response to this notice as incurred by prospective contractors.

Project Title: Diesel Engine Emissions Testing

Project description: The US Army, Aberdeen Test Center has a test structure known as the Littoral Warfare Environment (LWE) that uses a wave machine to create large waves to simulate a littoral environment. The machine is composed of 5 stationary diesel engines, that per Maryland Code of Federal Regulations, are required to be emissions tested every 3 years to ensure they still are within emissions standards for CO and oxygen/carbon dioxide. The Aberdeen Test Center requires a contract to have these engines emissions tested by a certified company by December of 2026.

Company would be responsible for creating the LWE Engine compliance test draft protocol and sending it to Maryland Department of the Environment (MDE) for approval in time to meet the test deadline.

Day one would likely include travel, setup, and pre-test checks. Day two would include three 15-minute test runs that would be conducted on each engine while being operated at maximum achievable load. Company would then generate a report with the summary of results for submittal to MDE and EPA.

This test requirement is specified in the 40 Code of Federal Regulation (CFR), Part 63, Subpart ZZZZ regulation. The company conducting the emission testing will ensure they have all required certifications per MDE as well as have all test equipment calibrated per requirements.

Any requirements such as having a generator present at the site should be annotated in the bid so that the customer is prepared when the company arrives to test.

The test report would be due to APG within 21 days of the testing date in order for APG to review and send to MDE by the required 60 days from the test event.

The anticipated Period of Performance or Delivery Date: 08/01/2026 – 12/14/2026

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541380 – Testing Laboratories with a small business size standard of $19M.

THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH WILL BE USED TO

DETERMINE THE ACQUISITION STRATEGY SUCH AS TOTAL SMALL BUSINESS SET ASIDE, ANY

OTHER SOCIO-ECONOMIC SET ASIDE, OR UNRESTRICTED.

SUBMISSION INSTRUCTIONS:

All interested sources must submit a capabilities package that contains the following:

1. Name of the firm, point of contact, phone number, email address

2. SAM.gov UIE number

3. A statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.

4. A statement of your firm's capability to provide the emissions testing services.

All responses must be submitted NLT May 21, 2026 at 12:00pm MST via e-mail to:

This is NOT a Request for Quote (RFQ) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on SAM.gov and no paper copies will be provided.
