PRE-SOLICITATION NOTICE
SOURCES SOUGHT
DAVIE DITCH PIPELINE PROJECT
The United States Bureau of Reclamation (Reclamation), Upper Colorado Basin Region is conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10 to identify certified Small Business firms who would be interested, and have the ability to serve as the prime contractor on the Davie Ditch Pipeline Project.
This is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB) and DOES NOT serve to bind the U.S.
Government in any way. Interested parties shall not be reimbursed for any costs associated with preparation of their responses.
PROJECT DESCRIPTION
The work associated with the Davie Ditch Pipeline Project will take place approximately 5.5 miles north of Rifle, Colorado in Garfield County. It includes furnishing and installing approximately 4,400 linear feet of 36-inch and 24-inch diameter pipe. The project will also include furnishing and placing concrete for inlet and outlet structures, fabrication, and installation of miscellaneous metalwork.
The principal components of the work are as follows:
Mobilization and Preparation Removing and disposal of existing features Constructing reinforced concrete structures Fabricating and installing miscellaneous metal work, including covers for manhole tees on 36-inch and 24-inch
Pipe Earthwork for structures Clearing and grubbing existing canal alignment Installing 36-inch and 24-inch diameter pipe and associated fittings of selected pipe type
PROCUREMENT INFORMATION
The North American Industry Classification System (NAICS) for the project is 237990, Other Heavy and Civil Engineering Construction with a Small Business Size Standard of $39.5M. In accordance with FAR 36.204(f), the anticipated magnitude of this project is between $1,000,000 and $5,000,000. To be considered, the prime small business contractor must perform at least 15 percent of the cost (not including the cost of materials) with its own employees as required by FAR 19.505(b)(1)(iii).
The Government will use the information received from this notice to determine the procurement strategy for this requirement. A solicitation is currently unavailable.
SUBMISSION INSTRUCTIONS
The Government will only consider responses from firms who are categorized as a “small business” under the aforementioned NAICS and can serve as the prime contractor on the project. All firms must be registered in the System for Award Management (www.sam.gov). Firms who meet the criteria, please submit the following:
1. Business name, physical/mailing address, phone, point of contact, email and website if applicable;
2. CAGE Code and SAM UEI Number;
3. A list of similar construction projects completed within the last five (5) years. Each project shall include contract number, contract title, project location, brief description, customer point of contact/reference, contract value at award, contract value at completion, period of performance at contract award, period of performance at contract completion;
4. Current bonding capability including single and aggregate performance and payment bond limits;
5. Any Small Business Classifications (socio-economic categories including, but not limited to 8(a), SDVOSB, VOSB, HUBZone, Small Disadvantaged, and/or WOSB);
6. Firm’s capability statement, not to exceed 1-page (12 pt. font, times new roman, 1” margins);
7. If significant subcontracting or teaming is anticipated to meet the technical requirements, firms must address the administrative and management structure of such arrangements.
