Sources Sought Notice DARPA Technical and Analytical Support Services

The Defense Advanced Research Projects Agency (DARPA) seeks information for Technical and Analytical Support Services (TASS) outlined in Attachment 1 (DARPA TASS Summary).

To facilitate market research, the Government is looking to identify qualified sources under the North American Industry Classification System (NAICS) 541990 “All Other Professional, Scientific, and Technical Services.”

Responses are requested from both Small Businesses and Other Than Small Businesses. The Government will analyze all responses to determine the pool of qualified firms and any small business set-aside/participation opportunities.

Multiple award Indefinite Delivery / Indefinite Quantity (IDIQ) contracts are anticipated to be awarded to 5-10 firms with a 5-year period of performance starting in August 2023 and ceiling of approximately $1 billion (based on projections). Task orders will be fixed price, labor hour, or cost-reimbursable depending on the type of work.

Submission Requirements

There is a maximum page limitation of six (6) typed pages using 12-inch Times New Roman font within an 8.5 x 11 inches page size. Cover letters and extraneous materials (brochures, general capabilities statements, etc.) will NOT be read.

All material provided in response to this SSN shall be UNCLASSIFIED, non-confidential, and non-proprietary to the maximum extent practicable. Firms providing confidential/proprietary information shall separately and clearly identify and mark all confidential/proprietary information. DARPA will take all necessary steps to protect/safeguard any confidential/proprietary information provided. DARPA will NOT be held responsible for any proprietary information not clearly marked.

Interested firms should submit their response to include the following (in this order):

Capability Response (Five (5) page limit):

1. Complete business name, including Unique Entity ID (SAM) and Commercial and

Government Entity (CAGE) Code

2. Point of Contact information (Name, title, address, telephone, email)

3. Business size and classification (e.g., Small, SBA Certified 8(a), HUBZone, Service-

Disabled Veteran-Owned) under NAICS code 541990

4. Confirmation that company can meet minimum security requirement compliance

a. Ability to provide and maintain contractor personnel at the Secret and/or Top Secret / Sensitive Compartmented Information (SCI) minimum with Special Program Access eligibility

b. Capability to transport classified information to and from corporate offices and store classified materials up to “Secret” level at off-site office spaces

5. Whether company has a DCAA-approved cost accounting system

6. If your company cannot fulfill all of the requirements on its own, do you have a teaming partner identified? If so, what firm(s)?

7. Identification of current or prior contracts for which you have provided similar (in size, scope, and complexity) technical and analytical support services and description of how those services would enable you to fulfill DARPA requirements outlined in Attachment 1

a. Limited to the past five (5) years

b. Any government contract examples must include contract numbers, project titles, dollar amounts, periods of performance, and Government POCs (telephone and/or email)

8. Identification of any potential Organizational Conflicts of Interest

9. Probability (high, medium, or low) of submitting a proposal for a requirement derived from

1. How do you recommend promoting small business participation?

2. What unique/creative solicitation/contract terms do you recommend to facilitate the most efficient source selection process and successful contract awards?

This Sources Sought Notice is for market research purposes only and is NOT a Request for Proposal (RFP) nor does it restrict the Government to the final acquisition strategy. The Government will not reimburse firms for any costs incurred in preparation of a response to this Sources Sought Notice.

Due Date to submit a response to this Sources Sought Notice is November 7, 2022, before 3:00 PM Eastern Time via email (Subject Line: DARPA TASS SSN Response – [Company Name]) to Ms. Mary Beth Colavito, Contracting Officer, at TASSIDIQRequirement@darpa.mil.

No hard copy or facsimile submissions will be accepted.

Any questions should be submitted in writing and directed to the above point of contact. NO phone calls will be accepted.

Respondents are advised that DARPA is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this notice. Responses to this notice do not bind DARPA to any further actions, to include directly requesting proposals from organizations responding to this notice.

Submissions may be reviewed by the Government (DARPA and partners) and Scientific Engineering and Technical Assistance (SETA) contractors. All personnel with access to the submissions will be covered by a legally‐binding non‐disclosure agreement.

Attachment 1 DARPA Technical and Analytical Support Services (TASS) Summary

Defense Advanced Research Projects Agency’s (DARPA) mission is to create breakthrough technologies for national security by making pivotal investments in new technology-driven ideas for the United States. In order to fulfill this mission, DARPA relies upon support contractors to provide world-class customer service delivered by highly qualified professionals dedicated to the development, implementation, and maintenance of efficient and effective programs and services using teamwork to improve the work process; provide the highest quality customer service; and accomplish the tasks on time using initiative, innovation, and cost consciousness.

Contractor support services are required to support the DARPA enterprise and technical offices by providing Technical and Analytical Support Services (TASS) in the following categories:

a. Technical support may include specific subject matter expert (SME) support to program managers, R&D program oversight support, operational and technical research analyses, acquisition analysis and support, and assessments and evaluation support.

b. Analytical support may include technical office front office support, business financial management, executive assistance and travel management, graphics/website, meeting planning, and staffing support.

c. Program event support may include assisting the Government in managing and executing program events (e.g., DARPA Robotics Challenge, Cyber Grand Challenge, Spectrum Challenge, etc.), ad hoc special projects, studies, assessments, and/or analyses of DARPA mission areas and/or problems.

The level of effort anticipated for this contract corresponds to the amount of research activity at DARPA. The Contractor shall be of the size, equity, and experience to manage the entire portfolio of services across several task orders. The Contractor shall have reach-back and/or inherent contractual capability to provide for rapid ad-hoc and high-quality support. The Agency has a small organic Government staff. This contract will require contractors to provide expertise and experience to accomplish a broad range of technical and analytical services.

The Contractor will be required to work and cooperate with DARPA personnel, other Federal and Department of Defense (DoD) representatives, and other contractors and consultants supporting DARPA. Work will include attending and participating in joint meetings and work teams, supporting external and internal reviews, inspections, audits, joint program offices and business process studies.

• The DARPA Director’s Office (DIRO), which consists of the Director, Deputy Director, Chief of Staff, Military Operational Liaisons, Special Assistants, Legislative Affairs Office, Public Affairs Office, Small Business Program Office, General Counsel (GC), Strategic Resources Office (SRO), Commercial Strategy

• Defense Sciences Office (DSO)

• Information Innovation Office (I2O)

• Microsystems Technology Office (MTO)
