THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation of Request for Quote/Proposal/Bid and no contract or purchase order will be awarded as a result of this notice.

There is no solicitation, specifications, or drawings available at this time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.

Military Sealift Command (MSC) is seeking eligible businesses who can meet the requirements in support of the CargoMax Stability and Loading Software for all of the ships in MSC’s fleet.

Please see the following details for background and summary of the minimum requirements to support MSC’s mission.

Computer Software for Onboard Stability Calculations is required by USCG, and changes to a ships configuration or use may require revisions to the ship specific software data file and Trim and Stability booklet. The data files and associated Trim and Stability Booklets are reviewed and approved by ABS on behalf of USCG per NVIC 3-97 for shipboard use.

CargoMaxTM is the MSC standard Stability and Load Management Software, and POSSE (Program of Ship Salvage Engineering) is the software used by Navy to support salvage operations. This contract is for the engineering services required to keep ship specific data files used by CargoMaxTM and POSSE software current with configuration changes made to MSC ships. It includes other stability related analysis and documentation required as input into the data files and required by USCG and ABS. Primary required deliverables are ABS approved CargoMaxTM data files and Trim and Stability Booklets.

CargoMaxTM is an American Bureau of Shipping (ABS) recognized standard onboard stability software program and only available through Herbert-ABS Software Solutions, LLC. It is installed on every ship in MSCs fleet, and has been approved by SPAWAR for shipboard networks. The existing associated software licenses and maintenance are covered under a separate contract vehicle. CargoMaxTM and POSSE utilize the same ship data files for daily operations by ship forces and USN Supervisor of Salvage and Diving (SUPSALV) for salvage response. At the time of this notice, there are no other k n o w n stability management software solutions available that meet these requirements.

This sources sought notice is a market research tool used to determine market capability and solutions as well as the availability and adequacy of potential small businesses prior to determining the method of acquisition and issuance of award. All Small businesses, Service- Disabled Veteran-Owned Small Business, Certified HUBZone, WOSB, EDWOSB, and Certified Section 8(a) Small Businesses are encouraged to respond.

With regards to OEM Authorized or MSC Qualified Technical Representatives and Non-OEM Parts –

In order to be a considered a qualified provider, contractors shall be either the OEM, OEM authorized distributor, or MSC Qualified Non-OEM Parts Providers.

Contractors may request qualification as a MSC qualified non-OEM service or parts provider.

**Pursuant to COMSINST 4490.1C, vendors other than official CARGOMAX distributors that are not certified by the OEM (ex. Letter from OEM on OEM Letterhead delineating that said Vendor is a certified parts provider) can seek Qualification from MSC. Vendors are encouraged to visit https://www.msc.usff.navy.mil/Business-Opportunities/Contracts/Qualification-for- Items-Critical-to-Shipboard-Safety-on-MSC-Vessels/ in order to gain Non-OEM Qualification which is only to be used on MSC Vessels.**

The NAICS code for this procurement is 541511 – Custom Computer Programming Services which has a small business size standard of $34 million.

It is requested that interested businesses submit to the Contracting office a brief capabilities package demonstrating ability to provide the requested service. This submitted document shall address, as a minimum the following: (1) Company Profile to include number of employees, office location(s), DUNS number, CAGE Code and a statement regarding any applicable small business designation and status; (2) The facility where the work will be performed (3) Partnership agreements with any large businesses and (4) any contracting vehicles on which the respondent is a contract holder that is available for the required services (ex. GSA, SeaPort, etc.).

Additional feedback such as suggested contract type, rough order of magnitude, special contracting considerations, or industry/market considerations are welcome as part of the submitted response.

Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in updating any potential contract requirements to be consistent with industry.
