SOURCES SOUGHT NOTICE

Brackish Groundwater National Desalination Research Facility Per-and Polyfluoroalkyl Substances (PFAS) Analyses

Proposed Solicitation No. 140R4025Q0033

NOTICE: This is not a Solicitation, but rather a Sources Sought Notice to determine potential sources for information and planning purposes only. No formal Solicitation exists at this time for this work.

The Bureau of Reclamation, Upper Colorado Basin, Brackish Groundwater National Desalination Research Facility (BGNDRF) in Alamogordo, New Mexico is performing market research to determine if there are a sufficient number of qualified small businesses to set aside a firm fixed-price contract for PFAS Analysis. Large businesses are allowed to submit a capability statement as well. The Government will use responses to this notice to make the appropriate acquisition decision.

The NAICS for this requirement is 541380 – Testing Laboratories and Services. The Small Business Size Standard is $19.0 million.

A draft Statement of Work (SOW) is included with this Sources Sought Notice which states the specifications which are required for this procurement. The BGNDRF is seeking interested vendors that possess the expertise, capability, and experience to provide PFAS analysis as per the SOW.

BACKGROUND INFORMATION:

There are three objectives for the water analysis as indicated in the Statement of Work. The first objective is to give the clients of the BGNDRF thorough information concerning well water for the purposes of designing and configuring pilot scale water treatment technologies and measuring technology performance.

The second objective is to meet reporting requirements under the New Mexico Environment Department (NMED) discharge permit, DP-1472 for concentrate in the BGNDRF evaporation ponds.

NMED monitors potential groundwater contaminates discharged at this facility.

The third objective is to allow BGNDRF to monitor the performance of its PFAS removal equipment and research systems.

DESCRIPTION OF SERVICE REQUIRED:

The Contractor will analyze brackish water and solid samples provided by the BGNDRF for a suite of at least 16 compounds using either EPA method 537.1 Mod or 1633. Method of testing direction will be provided by the Contracting Officer’s Representative (COR) when supplies are ordered. The contract will start using 537.1 Mod for up to three water sampling events including at least one event with both

537.1 Mod and 1633. It is possible that a set of samples will also be sent to another lab that has analyzed these samples for comparison purposes. Once results are available, the COR may request a transition to 1633 if it is determined to be superior for BGNDRF sample analysis. BGNDRF estimates 66 water samples per year and 15 field blanks spread over 15 sampling events. Additional optional tests include 48 water samples and 16 field blanks spread over 16 sampling events. Soil and other solid samples will be sporadic and based on operations and research. The number of soil or solids samples is expected to be 3-6 per year. The Contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to perform analysis of water and soil (or other solids) as described in this Statement of Work. Samples of water will come from a variety of sources including four brackish water wells, desalination concentrate, and evaporation ponds. Solid samples will come from evaporation pond sludge, soil, or PFAS removal media. The Contractor shall perform to the standards in this contract. Samples will be sent intermittently and will generally include 3-10 samples and 1-3 field blanks per sampling event. Sample frequency will range from weekly to monthly and are dependent upon BGNDRF operations. The minimum set of PFAS analyses and suggested reporting limits are listed in Exhibit 1, however, if more compounds can be provided at a reasonable cost, it could be acceptable. Sample analysis turnround time (TAT) shall be no more than 25 business days. During construction activities, faster (less than 1 week) TATs may be requested for commissioning purposes.

Interested vendors are encouraged to respond with their capabilities statement specifically indicating the capability to perform PFAS analysis using EPA method 537.1 Mod and/or 1633, small business socioeconomic certification(s), Unique Entity ID number, and primary point of contact. All responses must be submitted via email to the Contract Specialist, Tina Villegas, at tvillegas@usbr.gov, by February 21, 2025.

Prospective Contractors are required to be registered and must maintain an active registration in the System for Award Management, (SAM), as required by FAR 4.1102. Prospective contractors must be registered prior to any prospective award. Lack of registration in the SAM database will make an offeror ineligible for prospective award. Information on SAM registration can be obtained via the internet at https://www.sam.gov.

The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of potential contractors for solicitation planning purposes only. The anticipated set-aside will be determined based on the responses to this Sources Sought. This is NOT a request for proposals and is NOT to be construed as a commitment by the Government. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from this Sources Sought Notice. No reimbursement will be made for any costs associated with providing information in response to this notice.
