About this file
This Sources Sought Notice is issued by NASA's Glenn Research Center (GRC) seeking capability statements for four (4) pneumatically-driven turbine propulsion simulator (TPS) units for wind tunnel testing. NASA is soliciting responses from all business types, including small businesses, Historically Black Colleges and Universities (HBCU), and Minority Institutions (MI), with potential set-asides for 8(a), Women-owned, Service-Disabled Veteran, Economically Disadvantaged Women-owned Small Business, or HUBZone businesses.
The TPS units must have a motor diameter less than 4 inches, accommodate rotating shaft force balances, and be available in both clockwise and counterclockwise rotor configurations. Technical requirements include a power range of 100-170 horsepower, maximum RPM of 17,000-20,000, and existing design availability to minimize lead time. Interested firms must submit a 5-page capability statement by 4:00 PM EDT on July 8, 2025, via email to Kevin Carroll, referencing solicitation number 80GRC025R7021-SSN. Hardware delivery is expected no later than March 2027, and respondents will be considered for potential future solicitation without guaranteed selection or notification of results.

Text version
NASA/Glenn Research Center (GRC) is hereby soliciting information from potential sources for four (4) pneumatically-driven turbine propulsion simulator (TPS) units for wind tunnel testing.
The National Aeronautics and Space Administration (NASA) GRC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for (insert acquisition title). The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service-Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received.
The target physical motor size for the TPS units is an overall diameter of less than 4 inches. TPS units shall be capable of accepting rotating shaft force balances. TPS units shall be available in handed configurations (i.e., versions with front rotors turning clockwise and counterclockwise). Existing designs for potential TPS units should be available to limit lead time for this equipment. Delivery of hardware is expected no later than March 2027. Additional minimum requirements are outlined in the table below:
Parameter Nominal Capability (Min) Desired Capability (Max) Power Range 100 horsepower 170 horsepower Max RPM 17,000 20,000 Size Envelope Less than 4 inches diameter Less than 3 inches diameter Accommodate Rotating Force Balance

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.
Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than 5 pages indicating the ability to perform all aspects of the effort. The capability package should include a company overview, examples of relevant past experience providing TPS units for wind tunnel applications, rough order-of-magnitude cost estimate, and list of existing TPS unit designs that could meet the above requirements, if available.
Please advise if the requirement is considered a commercial or commercial-type product. A commercial product and commercial service is defined in FAR 2.101, Definitions.
All responses shall be submitted electronically via email to Kevin Carroll at kevin.m.carroll@nasa.gov, no later than 4:00pm EDT on July 8, 2025. Please reference 80GRC025R7021-SSN in any response.
