This is a Sources Sought Notice (RFI) issued by the Federal Emergency Management Agency (FEMA) Response Directorate for scheduled air liner support services.

FEMA seeks to identify industry capability to provide direct, non-stop passenger flights capable of transporting up to 350 passengers from Daniel K. Inouye International Airport (HNL) in Honolulu, Hawaii to Won Pat International Airport (GUM) in Guam and Pago Pago International Airport (PPG) in American Samoa. These flights will transport designated federal responders, their luggage, and support canines for post-disaster response operations to Guam, the Commonwealth of the Northern Mariana Islands, and American Samoa. Flights must depart as soon as possible following typhoons or severe weather events, with on-time departure being critical. The contractor must provide sufficient qualified cockpit crew members, furnish aircraft capable of completing each journey without scheduled maintenance (except in-route and turnaround service), and provide substitute aircraft and crew within four hours if the original flight cannot depart due to mechanical or operational issues. All aircraft must be registered in the United States with an "N" number tail registration; foreign-flagged aircraft will not be authorized. Flights must utilize commercial airport terminals at all three airports, and the contractor must comply with all Federal Aviation Regulations and International Air Transport Association standards.

Responses must be submitted by Friday, July 17, 2026, at 12:00 PM ET to Contracting Officer Kimberly Coakley at Kimberly.Coakley@fema.dhs.gov. 1. Background:

Summary: The Federal Emergency Management Agency’s (FEMA) mission is to help people before, during, and after disasters. To execute this mission, FEMA implements programs and activities that support the reduction of loss of life and property and protect the nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters, by leading and supporting the nation in a risk based, comprehensive emergency management system of preparedness, response, recovery, and mitigation.

The Response Directorate within FEMA coordinates and provides the core federal disaster response capabilities needed to save lives, reduce suffering, and protect property in communities throughout the nation that have been overwhelmed by the impact of a major disaster or emergency, regardless of cause.

The Response Directorate must ensure that federal emergency response systems and capabilities are properly poised to lean forward to support states and communities overwhelmed by disasters and emergencies.

To support declared or undeclared emergencies, disaster response operations and other national events and incidents within the United States, its territories and possessions, FEMA may need to transport responders, personnel, survivors, equipment, and vehicles to and from affected areas.

To meet these needs, FEMA requires a contracted source of air transportation services for extended and direct scheduled flights (jumbo passenger aircraft type) but not limited to types described in this Performance Work Statement (PWS). This type of chartered scheduled flight is typically defined as a flight that is not part of an airline published schedule. A contract of this type will enable FEMA to proactively support the emergency response needs associated with post impact of a natural, technological, man-made disasters, and other national events and incidents in a timely manner.

Description of Requirement The purpose of this requirement is to provide future and as needed, scheduled, direct, non-stop air flights from Honolulu, Hawaii (HI) to the U.S. Territory of Guam (GU) and from HI to American Samoa (AS). These flights will transport designated federal responders (identified by FEMA), their carry-on and checked luggage, as well as canines supporting the response mission. Federal responders will deliver disaster relief support to Guam, the Commonwealth of the Northern Mariana Islands (CNMI), and American Samoa as part of post-disaster response operations. FEMA will request flights to depart as soon as possible following the impact of a typhoon or other severe weather events affecting GU, CNMI, or AS, weather permitting. Because these flights are critical to FEMA’s disaster response efforts, it is essential that all scheduled flights depart on time to ensure federal responders arrive promptly to perform their assigned emergency support functions.

All scheduled flight support will require one or more daily flights, each capable of transporting up to 350 passengers. FEMA will provide the contractor with the passenger manifest in advance to ensure timely departure. If a scheduled flight cannot depart due to mechanical or other operational issues, the contractor/carrier shall provide a substitute, suitable aircraft and crew within 4 hours of the original scheduled departure time.

The contractor shall provide sufficient, qualified cockpit crew members to complete each flight without delay and must furnish an aircraft for each flight capable of completing the journey without requiring scheduled maintenance, except for in-route and turnaround service unless otherwise permitted by the FEMA Contracting Officer or Contracting Officer’s Representative. All normal flight accommodation and support for each scheduled flight are expected and required at no additional cost to the Government.

The required departure/arrival locations are as follows:

• Departure:

o Daniel K. Inouye International Airport (HNL), 300 Rodgers Blvd., Honolulu, HI

• Arrival (Two locations):

o Won Pat International Airport (GUM), 355 Chalan Pasaheru Route 10A, Tamuning, Guam o Pago Pago International Airport (PPG), Route 1, Tafuna, Pago Pago, American Samoa

Flights from HNL to GUM or PPG must depart from and arrive at the designated commercial airport terminals, not from private aviation terminals or Fixed Base Operators (FBOs). All aircraft used must be registered in the United States and display an “N” number tail registration. FEMA will not request or authorize any disaster-specific temporary waivers for the use of foreign-flagged aircraft for this requirement.

All applicable Federal Aviation Regulations and related parts shall be adhered to and followed by the contractor, air carriers, and supporting staff. Work performed under this Performance Statement shall follow best commercial practices, including those outlined by the International Air Transport Association.

Additionally, the contractor shall comply with all provisions of applicable statutes, tenders of service, and contract terms as they affect flight safety, as well as all relevant Federal Aviation Administration Regulations, Airworthiness Directives, Orders, rules, and standards issued under the Federal Aviation Act of 1958, as amended. Compliance with published standards does not, by itself, constitute compliance with generally accepted standards of airmanship, training, or maintenance.
