Sources Sought Notice (SSN)
SOURCES SOUGHT NOTICE (SSN) SUMMARY: The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Recovery Technology Programs Division (RTPD), requires support services which include, but are not limited to, a One Time Password (OTP) authentication solution, verification and authentication of identity, occupancy, ownership, insurance, vehicle and demographic information for individuals registering for FEMA disaster assistance or family reunification purposes where a disaster has occurred or been declared. Furthermore, FEMA seeks products and services in the prevention of fraud, waste, and abuse within the domain of Government financial assistance programs.
THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL. This is a market research tool being used for information only to be used for determining the availability and adequacy of eligible business sources in order to meet FEMA/Recovery Technology Programs Division (RTPD) needs. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought Notice or any follow up information requests. The Government is not obligated to and will not pay for any information received from industry sources as a result of this Sources Sought
Notice. Respondents will not be notified of the results of the Sources Sought Notice or resulting market research.
PROPRIETARY INFORMATION AND DISCLAIMERS: Respondents shall identify any proprietary information in its SSN response. Information submitted in response to this SSN will be used at the discretion of the Government. Further, the information submitted will remain confidential in so far as permitted by law, including the Freedom of Information and Privacy Acts. FEMA reserves the right to utilize any non-proprietary technical information in the anticipated Performance Work Statement (PWS) or solicitation.
Although it is not necessary to address in their response, respondents shall be aware of any potential, actual, or perceived organizational conflicts of interests. Any real or potential conflicts must be sufficiently mitigated prior to a contract award. For further guidance, refer to the Federal Acquisition
Regulation, Part 9.5.

SUBMISSION OF CAPABILITY PACKAGES:
Interested contractors shall submit their SSN responses electronically to Danyelle Wilcox, Contracting
Officer, at Danyelle.Wilcox@fema.dhs.gov and Ebenezer Wilson, Contract Specialist, at
Ebenezer.Wilson@fema.dhs.gov no later than 1:00PM Eastern Standard Time (EST) on May 24, 2023.
“SSN Response for (program office and requirement title)” shall be in the subject line of your e-mail. All responses shall be unclassified, with proprietary information clearly marked. The document format shall be either Microsoft Word (.doc or .docx), or Adobe Acrobat (.pdf) formats. Pages shall be 8.5 by 11 inch and shall use a type of pitch that is no smaller than a standard 11-point font type, with the exception of charts, graphs, or tables, which shall use a pitch not smaller than 10-point font. Responses shall not exceed (8 pages) pages in length including images, data displays, charts, graphs, and tables. Page limitation does not include: 1 cover page. Do not include promotional materials. Please keep responses short and concise to fit within the required 6-page limit.
SSN Capability Packages shall include a Cover Page with the following information:
1. Company Name
2. Company Address
3. UEI Number
4. Company Point of Contact - Name, Title, Phone, and Email address
5. Statement of current business size status (i.e., Small Disadvantaged Business (SDB), HUBZone, Service-Disabled Veteran Owned Small Business (SDVOSB), 8(a) Business
Development Program, Woman-Owned Small Business (WOSB), small business, or large business concern). Also, business size in relation to the NAICS code size standards assigned to this acquisition.
6. GSA Schedule Number, Contract Number, and Period of Performance and/or DHS Strategic
Sourcing Vehicle Category Name and Contract Number, if applicable.
The remaining pages of the capability package SSN submission should include, at minimum, demonstrated experience in the following and whether your firm was the Prime Contractor. List most important objectives/tasks from your requirements document in a brief, concise way.

Demonstrated past performance on the last two contracts of comparable size and complexity with government agencies and private industry in terms of the following: (Submittals must include reference’s name, affiliation, and phone number)
- Cost control
- Quality of work
- Compliance with performance schedule
Specific Questions for Industry:
1. Describe your experience as it relates to Identity Verification and Authentication Services
(IV&A) Sections 2.1 through 2.14 in the PWS and how you plan to meet each of the requirements outlined in those sections.
2. How would you strategize your performance and deal with challenges in the area of IV&A
Services?
3. How would you identify and address any capability gaps? For example, how would you evaluate
FEMA’s existing fraud risk management framework to detect potential gaps of anti-fraud controls in the processes?
4. Describe your experience in providing Continental United States (CONUS) as well as Outside the
Continental United States (OCONUS) support for Identity Verification and Authentication
Services.
5. Describe how you would utilize emerging technology and how you would leverage this technology to fulfill the requirements or anything else that would be beneficial to FEMA
6. Describe your level of effort for IV&A Services.
