A. REQUIREMENTS PERTAINING TO VHA-GHESS GIS SOFTWARE, SOFTWARE AS A
SERVIVE, AND DATA:
1) The contractor shall provide for unlimited deployment of GIS software licenses, including: a desktop GIS, advanced GIS with extensions that provide tools focusing on special applications, enterprise server-based GIS, GIS monitoring tools, and access to an online geospatial mapping and analysis platform.
a. GIS Desktop (software): single desktop GIS applications that provide out-of-the-box tools to the novice cartographer/analyst who requires limited access to geospatial tools as well as a more advanced version that meets the needs of the professional geospatial analyst conducting complex geoprocessing, data visualization, advanced analysis, and authoritative data maintenance. The software must enable data sharing through Web GIS to VA/VHA users and, when appropriate, to the public.
b. GIS Extensions (software) that add a comprehensive set of out-of-the-box advanced tools to the desktop and server environments. Using extensions, users can create new information from existing data, analyze spatial relationships, improve productivity, build analytical models, analyze access to care based on road networks, perform regression testing on geospatial data, and more.
c. GIS Enterprise (software) is the foundation of the enterprise geospatial platform
– a system that integrates geographic data and capabilities across multiple departments and serves the whole organization. An enterprise GIS provides the tools to make maps, analyze data, solve problems, share geospatial data, support our work and deliver results.
d. GIS Monitoring (software) is a tool uniquely tailored to monitor the health of GIS implementations throughout the lifecycle. It provides awareness of system usage and performance, so VHA can get the most from our GIS and IT investment.
e. GIS Server (software) is the back-end server software component of an
Enterprise GIS that makes geographic information available to others within our organization and configurable to anyone with an Internet connection (only non-
PII/PHI data can be made available to the public).
f. Web GIS is part of a Geospatial Cloud offering. An online GIS will be hosted on a secure VHA GIS platform. The service will provide secure online, collaborative web GIS that allows users to create, use, and share maps, apps, layers, analytics, and data. Users will be able to combine their own data, apps, and maps with authoritative location-based web-hosted data to enrich analysis and improve decision making.
2) The contractor shall provide twelve (12) licenses for a data interoperability extension or tool (software). Data Interoperability will provide solutions for complex data integrations.
Users can design data movement among hundreds of systems and apps using a visual programming interface and automate the no-code transformation of data across the boundaries of geography, format, storage technology, and connectivity within a familiar
GIS geoprocessing environment.
3) The contractor shall provide three (3) concurrent use desktop licenses for software extensions or tools that can extract geographic information from unstructured data, including messages, reports, briefings, and even social media. The extension allows users to discover and map data from Microsoft Office documents (Word, Excel, PowerPoint), Adobe PDF, XML, HTML, text files, and more.
4) The contractor shall provide a web-based enterprise GIS content management system
(portal) for data, services, maps, and applications for 300-500 creators, in addition to an unlimited number of portal viewers. Creators shall be able to create, own, analyze, share, and store data and content within the GIS portal. Viewers shall be able to access, view, and interact with any of the items in their portal but cannot edit, share, or create any new content.
5) During the base year, the contractor shall provide five (5) users access to an GIS analytics platform that performs iterative and exploratory data analysis. Access shall incrementally increase to 40 users in year five of the contract. The analytics platform must be a browser-based deployment that is installed and licensed through the GIS enterprise organization.
