• FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services. (See Section VI for details).
• FAR 52.212-2, Evaluation – Commercial Products and Commercial Services.

V. EVALUATION (IAW FAR 52.212-2)
https://www.google.com/url?q=https%3A%2F%2Fwww.acquisition.gov%2F
(a) Basis for Award: The Government intends to award a contract to the responsible offeror whose proposal conforms to the solicitation and is determined most advantageous based on the following evaluation factors: Price, Technical Acceptability, Mobilization Schedule, and Past Performance.
1. Price:
• Reasonableness: The existence of adequate price competition is expected to support a determination of reasonableness; a price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.
• Completeness: Completeness is compliance of the quoter with Addendum to FAR Provision 52.212-1, Instruction to Offerors.
• Realism: Analysis the government uses to ensure the quoter understands the requirement. Quoting unrealistically low in price may be considered indicative of a lack of understanding of the complexity and risk in the contract requirements. Unrealistic offers may not be considered for award.
The ability of the quoter to perform aspects of the anticipated contract from inception to completion will be considered as part of the overall “realism” evaluation.
• Unbalanced pricing: Exists when, despite an acceptable evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of price analysis techniques.
Quotes that are determined to be unbalanced may be rejected if the lack of balance poses a significant risk to the Government.
• NOTE: As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217- 8 - Option to Extend Services) by adding one-half of the Offeror’s base period price to the Offeror’s total price. Thus, the Offeror’s total price for the purpose of evaluation will include the base period only. Offerors are required only to price the base period. Offerors shall not submit a price for the potential one-half year extension of services period. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced
2. Technical Acceptability:
• The Government will evaluate each offeror's technical proposal on a pass/fail basis. To be rated "Acceptable," the offeror's proposal must clearly demonstrate the ability to meet all requirements outlined in the Performance Work Statement (PWS) paragraph (1.6.12).
• Offerors must provide a technical narrative, resumes of key personnel, and any other documentation required by the PWS to demonstrate capability.
• An offer will be deemed "Unacceptable" if it fails to meet any of the minimum requirements of the PWS. An "Unacceptable" rating renders the entire proposal ineligible for award.
3. Mobilization Schedule:
• The Government will evaluate the offeror’s Mobilization Schedule to determine the extent to which it demonstrates a clear, feasible, and timely plan to commence performance upon contract award.
4. Past Performance:
• This factor assesses the offeror’s past performance to determine the likelihood that they can meet the requirement. The evaluation considers the offeror’s record of recent and relevant performance.
• If an offeror has limited or no relevant past performance, the Government may also review other indicators of capability, such as the offeror’s experience, qualifications, and demonstrated ability to perform the required services. An offeror cannot be rated unacceptable solely due to a lack of past performance.
(c) Process: The Government will conduct an initial evaluation of all proposals to determine price acceptability and whether the proposed prices are fair and reasonable.
From the set of proposals found technically acceptable, the Government will then identify the offeror that most clearly demonstrates the capability to meet the requirements specified in Paragraph (1.6.12) of the PWS. As part of this determination, the offeror must show the ability to mobilize and begin performance promptly upon contract award.
Once that offeror is identified, the Government will perform a price-reasonableness analysis on the proposed price. If the price is determined to be fair and reasonable, the Government will make award to that offeror without further consideration of the remaining proposals.
VI. SUBMISSION INSTRUCTIONS
Offerors shall submit their proposals electronically via email to the primary and secondary points of contact listed above no later than the specified response date and time. The submission shall consist of two (3) separate volumes:
• Volume I - Price Proposal: A completed pricing schedule (CLIN 0001 from the SF 1449) detailing the total firm-fixed price for the 12-month period of performance.
• Volume II - Technical Proposal: A detailed narrative addressing how the offeror will meet all requirements in the PWS as outlined in paragraph (1.6.12).
Do not include any pricing information in this volume.
• Volume III- Phase In: A 72-hour phase-in period will commence upon contract award. The purpose of this period is to ensure the contractor is fully prepared to begin performance in accordance with the PWS The contractor shall use this time to finalize all arrangements, including personnel, facilities, and materials.
Full performance in accordance with the solicitation requirements shall begin immediately following the conclusion of the 72-hour phase-in period.
All question responses regarding this solicitation must be submitted by email no later than 13 March 2026 at 10:00 MST to ensure the Government can provide a timely response. All official Government responses will be issued through a written amendment to the solicitation.
