THIS IS NOT A SOLICITATION

THIS IS A SOURCES SOUGHT NOTICE - 140L0624R0006

Mechanical Hazardous Fuels Reduction

Nevada

Purpose of this Notice Following FAR 10.001(a)(3)(i), the Bureau of Land Management (BLM) is issuing this Sources Sought notice as one method of conducting market research. The purpose of market research for this requirement is to assess the potential for a small business/socio-economic set aside and to determine the availability and adequacy of potential sources capable of performing mechanical hazardous fuels reduction (HFR) services with an interest in competing for an award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a potential ordering period of five years. Responses are requested from both Small Business and Other Than Small Businesses.

This notice does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a market research tool being utilized to determine the availability and adequacy of potential sources for planning purposes only. All responses to this notice are strictly voluntary and are not considered offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract based on responses nor pay for the preparation of any information presented or the use of any such information.

Background The DOI agencies and USFS require hazardous fuel reduction services to support the fuels management program. Fuels management services and vegetation treatments have been proven as a means to mitigate wildfire hazards, to lessen catastrophic fires, lessen the threat to public and firefighter safety, and reduce damage to property. The objective of fuels management is to modify wildland vegetative fuel so that when a wildfire burns, it is less severe and can be more easily suppressed.

Project areas are reforestation areas, natural and managed stands of timber/woodlands of all ages, size, and species, shrub fields, or grass areas. Fuels shall consist of activity slash, natural fuels, live fuels, and slashed shrubs and trees. Historical fuel loadings range from less than ½ ton per acre to as high as 100 tons or more per acre. Treatments such as thinning, brushing, chipping, piling, fuel break construction, and herbicide treatments have been shown to reduce the risk of wildland fire and the severity of fires that occur. The objective of the resultant IDIQ contracts and task orders are to treat fuels present on units identified in order to improve the overall health of ecological sites, reduce fuel loading, and improve wildlife habitat and other watershed values.

Scope The DOI and USFS require Contractors with the capability to provide all the following mechanical hazardous fuel reduction services excluding Broadcast Application of Herbicide and Landscape Application of Herbicide, which are optional requirements:
