About this file

This is a Sources Sought Notice issued by the U.S. Geological Survey (USGS) Florence Bascom Geoscience Center for market research purposes only. The USGS is seeking information from qualified laboratories capable of performing stable isotope analyses (δ13C and δ18O) on carbonate microfossils. Up to 2,000 analyses are anticipated through fiscal year 2027 under NAICS code 541380 (Testing Laboratories and Services, SBA size standard $19.0M) and PSC B529 (Special Studies/Analysis-Scientific Data). The requirement includes sample preparation services (weighing, methanol rinse, drying, and sorting by mass) and analysis using Carrara Marble standards with IRMS instrumentation. Critical performance specifications mandate the ability to analyze microfossil samples as small as 5-9 grams with documented precision of ±0.060‰ for δ13C and ±0.080‰ for δ18O, with completion of preparation and analysis within six months of sample receipt. Deliverables include corrected VPDB δ-values, isotope ratios, uncertainties, correlations, and signal intensity data.

Interested parties must submit capabilities statements to mindie_dixon@ios.doi.gov with the subject line "Sources Sought - Stable Isotope Analysis 140G0126Q0267." Capability statements should include company name, UEI/CAGE, business size classification, descriptions of analytical instrumentation with demonstrated precision for ultralowmass carbonate samples, relevant past performance in stable isotope or microfossil analysis, and capacity to handle the projected workload. This notice is for planning purposes only and does not obligate the Government to issue a solicitation. No reimbursement will be provided for response costs.

THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION.

1. Description of Requirement The USGS Florence Bascom Geoscience Center is seeking information from qualified laboratories capable of performing stable isotope analyses (δ13C and δ18O) on carbonate microfossils according to the specifications in the attached Statement of Work. Up to 2,000 analyses will be required through FY27.

Key requirements include:

· Ability to analyze microfossil samples as small as 5–9 µg with documented precision of ≤0.060‰ (δ13C) and ≤0.080‰ (δ18O).

· Sample preparation: weighing, methanol rinse, drying, sorting by mass.

· Use of Carrara Marble standards and appropriate mass‑grouping for IRMS runs.

· Delivery of corrected VPDB δ-values, isotope ratios, uncertainties, correlations, and signal intensity data.

· Completion of preparation and analysis within six months of sample receipt.

2. Requested Capabilities Statement Interested parties should submit a brief capabilities statement including:

· Company name, UEI/CAGE, business size under NAICS 541380.

· Description of analytical instrumentation and demonstrated precision for ultra‑low‑mass carbonate samples.

· Relevant past performance in stable isotope or microfossil analysis.

· Capacity to complete up to 2,000 analyses within the required schedule.

3. Submission Information Email responses to: mindie_dixon@ios.doi.gov Response Deadline:

Subject Line: “Sources Sought – Stable Isotope Analysis 140G0126Q0267 No reimbursement will be made for any costs associated with responding. Responses are for planning purposes only and do not obligate the Government to issue a solicitation.
