About this file
This is a Sources Sought Notice issued by the U.S. Bureau of Reclamation, Lower Colorado Basin, Lower Colorado Dams Office (LCDO) for market research purposes. LCDO is seeking qualified contractors to conduct a comprehensive door openings survey and provide Openings Studio software integration for three federal dam facilities: Davis Dam in Bullhead City, Arizona; Hoover Dam in Boulder City, Nevada; and Parker Dam in Parker, California. The requirement is classified under NAICS 334290 (Other Communications Equipment Manufacturing, 800 employees) and Product Service Code J063 (Maintenance, Repair, and Rebuilding of Equipment). The survey must document all doors, gates, and specialty access points, recording existing lock types, locking and latching devices, controlling hardware (closers and operators), and access-control components. Deliverables include photographs, cutsheets, QR tag application, and data upload into Openings Studio software integrated with the agency's existing Assa Abloy SimpleK system. The survey explicitly excludes measurement of physical dimensions and precise hardware locations. All data will be accessible through the Openings Studio desktop platform to support cost estimation for planned rekeying initiatives and continued security operations.
Interested parties must submit responses by 4:00 P.M. PT on Thursday, April 30, 2026, to Kristen Turner, Contract Specialist, at Kristen_turner@ios.doi.gov. Required response information includes business name, address, CAGE code, NAICS size classification, socioeconomic status (SDVOSB, Small Disadvantaged Business, EDWOSB, HUBZone, 8(a)), and point of contact details. The government is specifically seeking to identify small business and disadvantaged business concerns, with responses informing potential small business set-asides in future solicitations. This notice is issued for information and planning purposes only and does not constitute a solicitation, obligation, or commitment by the government. All prospective contractors must be registered in the System for Award Management (SAM) prior to submission of any future formal solicitation.
