SOURCES SOUGHT NOTICE

Cableway Wire Ropes Non-Destructive Testing (NDT) & Lube

140R3025Q0038

The U.S. Bureau of Reclamation (Reclamation), Lower Colorado Basin, Lower Colorado Dams Office, Hoover Dam is issuing this Sources Sought Notice to conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to determine if firms are capable of satisfying the Government’s need for the services described below. This is not a solicitation for quotation or proposals.

1. Project Title: Cableway Wire Ropes NDT & Lube

2. NAICS Code: 811310 – Commercial and Industrial Machinery and

Equipment (except Automotive and Electronic) Repair and Maintenance

3. Size Standard (see FAR 19.102): $12.5 Million

4. Product Service Code: J049 – Maintenance, Repair and Rebuilding of

Equipment

5. Performance Period: Work shall be completed within 3 months after award

6. Anticipated Contract Type: Firm Fixed Price Contract

The U.S. Bureau of Reclamation (Reclamation), Lower Colorado Basin, Lower Colorado Dams Office, Hoover Dam seeks to determine the availability and adequacy of potential sources to support acquisition of the requirements stipulated below. All qualified concerns may submit capability statements for consideration. All small businesses to include Small Business, Small Disadvantaged Business, Certified 8(a), Indian Small Business Economic Enterprise (ISBEE), Certified HUB Zone, Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Businesses (EDWOSB) and Service-Disabled Veteran-Owned (SDVOSB) are strongly encouraged to provide timely response to this announcement. A response to this announcement is necessary in order to assist Reclamation in determining the potential levels of interest, adequate competition, and the technical capability to provide the required services. The capability statements will be used to determine appropriate procurement strategy; in particular, whether a set-aside is warranted.

As this sources sought is for informational/market research purposes only, the Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is not a request to be placed on a solicitation mailing list nor is it a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue and RFQ, IFB or RFP in the future. No formal solicitation for this work exists at this time.

Reclamation’s Lower Colorado Dams Office is seeking sources to perform cableway wire rope maintenance services at Hoover Dam to support Reclamation within the Lower Colorado Basin.

The description of anticipated work is as follows:

The cableway crane wire ropes at Hoover Dam have been in place for a considerable amount of time. Though the crane is still in service and satisfactorily passes inspections, the appearance of the ropes warrants further examination to determine the ropes’ core conditions. Additionally, the wire ropes are exposed to the elements for their lifetime and as such require periodic lubrication. The lubrication from the last application is no longer present and must be reapplied.

Contractor shall provide the testing services and necessary equipment for NDT examination of the ¾” button ropes, 7/8” hoist ropes, 1-1/8” haul ropes and 3-1/2” track ropes. Contractor shall provide the lubrication services and necessary equipment for lubrication of these same ropes. Ropes are to be lubricated with an environmentally friendly lubricant suitable for wire ropes in harsh environments.

In response to this Sources Sought, interested parties should provide:

- Any prior experience working on cableway wire ropes.

- A capability statement. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, specifically, whether a set-aside or an alternate procurement strategy is warranted.

Interested parties should also include the following information in their response:

- Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. SDVOSB, Small Disadvantaged Business, ED/WOSB, HUBZone and/or 8(a))

- SAM UEI

- Point of contact including name, title, phone number, and email address

All interested parties are encouraged to respond to this sources sought notice with all requested information via e-mail to Kristen Turner at khturner@usbr.gov no later than 3:00 P.M. local time/PDT/PST on Wednesday, April 23, 2025.

The information provided in this sources sought notice is the only information the Government has available at this time.

Prospective contractors must be registered in SAM at the time an offer or quotation is submitted. Lack of registration in the SAM database may make an offeror ineligible for award.
