Reference: CANA – Replace Boardwalks Canaveral National Seashore

This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses.

Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy.

The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation.

Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted and in the making of any small business set-aside determination for this requirement.

Description:

The project is located along the Canaveral National Seashore within the Playalinda District in Titusville, Florida and within the Apollo District in New Smyrna Beach, Florida. The project will replace 11 of the 21 beach boardwalks in the Playalinda and Apollo Districts. The boardwalks include nine (9) pedestrian boardwalks and two (2) equestrian boardwalks.

The Canaveral National Seashore hosts the largest sea turtle nesting program in the country. All work is expected to be completed either before or after sea turtle nesting season. If any proposed construction is conducted during sea turtle nesting season (March 1 to November 30), daily early morning surveys for sea turtle nests shall be conducted through the completion of the project. Nests will be marked and avoided with a 10-foot buffer. Nesting surveys must be conducted by personnel with prior experience and training in nesting survey and egg relocation procedures. Surveyors must have a valid Florida Fish and Wildlife Conservation Commission (FWC) permit. Nesting surveys must be conducted daily between sunrise and 9AM.

Surveys must be performed in such a manner to ensure that construction activity does not occur in any location prior to completion of the necessary sea turtle protection measures. Relocation of sea turtle nests to accommodate construction is not authorized.

If work should occur May 1 through October 31, no construction equipment will be used or stored on the beach.

All excavations and temporary alteration of beach/dune topography shall be filled, covered, or leveled to the natural beach profile prior to 8PM each day.

Contractor must have experience with Helical Piers as they will be used in the construction of the new boardwalks.

All work performed shall be performed in accordance with all manufacturer instructions and requirements, Federal, State Regulations and Standards.

The Contractor is responsible for acquiring all necessary permits that are required for this project.

Equipment and vehicle staging/parking/storage areas should be located on the paved surfaces and outside of vegetated areas or areas of storm-buried vegetation.

The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact.

The anticipated period of performance of 210 calendar days including any potential weather shutdown.

Project Scope:

This project will fund the demolition and replacement of multiple Canaveral National Seashore boardwalks. The boardwalks will be reconstructed utilizing materials resilient to storm surges and more storm frequency.

Submittal Contents: Interested (small and large) businesses should submit the following information:

(1) Company name, DUNS number, address, point of contact, telephone number, and email address.

(2) Business type: Classification as a Large or Small Business under the above listed NAICS, Small Business

Administration (SBA) certified Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Woman Owned Small Business (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB). The size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108.)

Misrepresentation of size status can result in penalties.

(3) Statement regarding your company’s bonding capacity. Letters from bonding companies are not required at this time.

(4) Information demonstrating experience and capability on projects of the same or similar size, scope, and magnitude, and constructed under similar conditions.

(5) In addition, businesses may submit existing marketing materials such as capability statements and brochures.
