SOURCES SOUGHT NOTICE

For

Architectural & Engineering Design Services

This is a Sources Sought announcement only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A PROPOSED SYNOPSIS OF A PROPOSED CONTRACT ACTION

UNDER FAR SUBPART 5.2 and no contract shall be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. No solicitation is currently available. The responses to this Sources

Sought will help to shape the acquisition strategy in developing a competitive requirement.

This market research is to gain knowledge of interest, capabilities, and qualifications of interested firms and will be used by the Government to make appropriate acquisition planning decisions.

The Pacific Northwest Regional Office of the U.S. Bureau of Reclamation (BOR) is conducting market research for an indefinite delivery, indefinite quantity (IDIQ) contract for Architect and Engineering

(A&E) and other professional services. This IDIQ will support the Tributary Habitat Program’s (THP) efforts to improve fish habitat in the Columbia and Snake River basins within the state of Idaho, south of and including the Clearwater drainage.

PROJECT BACKGROUND

The purpose of the habitat improvement projects is to support the THP’s efforts to improve fish habitat in the Columbia and Snake River basins which are part of the Columbia River System

(CRS). The THP represents Reclamation as one of the three CRS Action Agencies (U.S. Army

Corps of Engineers, Reclamation, and the Bonneville Power Administration) who, in response to

Endangered Species Act (ESA) consultations, develop and implement a suite of actions to improve fish habitat in tributaries to the Columbia and Snake Rivers. The THP provides technical assistance in coordination with local partners to improve habitat. The goal of this work is to develop conditions for salmon and steelhead listed under the ESA by improving flows, removing passage barriers, improving spawning and rearing conditions as well as habitat enhancement activities which foster the naturalization of channels. These projects are in the Columbia and

Snake River basins within the state of Idaho, south of and including the Clearwater drainage.

Work will primarily include habitat complexity projects. These projects can range in size from short reaches up to 2 miles in length, and on rivers with an average annual flow common with large Columbia River Basin tributaries. Designs often require multiple iterations, 1- and 2-dimensional modeling, reviews and buy-in from numerous stakeholders with varying objectives.

The IDIQ Task Orders also include the following minimum requirements (this list is not all inclusive):

a. Provide complete engineering design drawing and construction specification packages and support to include inspection plans, contract assistance, observation (field oversight), engineering support, and post construction inspections.

b. Natural channel design including analysis of hydrology, geomorphology, and riparian ecology.

c. Write reports so that the information is accessible to the public, supported by scientific information and underlying cited scientific documents.

d. Render conceptual drawings to be used during early project discussions.

e. Prepare applications and supporting documentation for Army Corps 404 permits, Clean Water Act

401 certifications, Section 106 Consultations, and any other necessary state or local permits.

f. Perform wetland delineations and complete report documenting results.

g. Develop restoration/planting plans in coordination with the project team.

h. Produce GIS products such as maps, spatial analysis, models, and 3D site drawings using elevation data.

i. Attend and lead project team meetings and potentially highly charged public meetings.

Interested offerors must be licensed and registered to perform the stated services in Idaho prior to award of the IDIQ contract.

The contractor will be expected to be able to effectively coordinate with multiple stakeholders and special interest groups and handle highly charged and potentially difficult meetings during the course of the

IDIQ. These stakeholders and special interest groups may include but are not limited to the following:

SMALL BUSINESS CERTIFICATION WITH THE SMALL BUSINESS ADMINISTRATION

(SBA)

The Government is only interested in responses from small businesses that are capable of executing this potential contract as a prime contractor. Please identify your federally designated small business category or categories.

The North American Industry Classification System (NAICS) is 541330 - Engineering Services with a small business size standard of $22.5 million. It is anticipated the IDIQ ceiling amount will be $12 million over the span of 5 years. Responses to this notice will be used by the Government to make the appropriate acquisition decision for establishing the type of set-aside for the solicitation.

RESPONSES TO THIS NOTICE

All interested and qualified firms responding to this sources sought notice are required to provide the following information:

1. Standard Form 330 Part II.

2. UEI Number.

3. Firm's Capability Statement: The Capability Statements shall be no more than 5-pages in length and at minimum shall identify the following:

• A list of at least three (3) similar Architect-Engineering projects designed within the last five (5) years.

• The list of relevant contracts/projects shall include the location, contract number, description, and estimated yearly value, performance dates and relevant point(s) of contact with contact information (reference name, phone number and e-mail address).

Additionally, the project descriptions shall identify how these projects are similar or relevant to the requirements of this future IDIQ as stated in the project background.

• All Small Business Classifications under a Small Business Administration socio-economic program.
