The U.S. Bureau of Reclamation, Missouri Basin (MB) Region – Regional Office is issuing this Sources Sought notice to determine the availability and capability of small business sources for a contemplated construction project titled: Mount Elbert Rotor Repair. This notice is a tool to identify small businesses that have both the technical expertise and bonding capability to accomplish the work required for and is for informational purposes only. Information obtained through this notice may be used to determine the potential for issuing a future solicitation for this project as a total small business set-aside, and to provide input for the Government’s overall acquisition strategy.
Mt. Elbert Pump-Generating Plant consists of two vertical type pump-generators. Unit 1 motor-generator was designed by Westinghouse Electric Corporation in 1970 and commissioned in 1981. The motor rating is 170,000 HP and generator rating is 106 MW. The rotor is approximately 25-feet 10-inches in diameter and 6-feet 5-inches in height, weighs approximately 575,000-pounds and rotates at 180 rpm.
This is NOT a Request for Proposals or an Invitation for Bids and does not constitute any commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this notice. All interested sources must respond to future solicitation announcements separately from responses to the sources sought notice.
The NAICS code for this project is 333611 – Turbine and Turbine Generator Set Units Manufacturing.
The small business size standard is 1,500 employees.
DESCRIPTION OF WORK:
Mt. Elbert Pump-Generating Unit 1 rotor spider consists of eight radial arms supporting the rotor rim assembly. Two (arms 2 and 6) of the eight arms have bolt-on extensions that facilitated shipping constraints during the original installation. Arm 6 developed an unrepairable crack at the bolted arm extension. The cause of the crack was determined to be overstressing of arm due to the increased rigidity of the arm structure with the bolted extensions, poor weld geometry and quality, and changes in unit operations from the original design intent. Arm 2 has similar indications of overstressing, therefore will be addressed in the same repair.
The Government’s primary objective is to eliminate the bolted arm extensions on arms 2 and 6 by utilizing designers with 30 plus years of design experience specific to large (75 MW and greater) pump-generator rotor designs. Possible solutions include, but not limited to:
• New rotor spider design and fabrication compatible with existing generator shaft, bearings, brake ring and rim.
• New rotor spider, rim and brake ring design and fabrication compatible with existing generator shaft, bearings, stator core and field poles.
• Complete or partial replacement of existing rotor spider arms 2 and 6, compatible with existing rotor spider, brake ring, rim, and key assembly.
• Alternative solution proposed by Contractor which complies with the primary objective of the repair.
The tasks include the following:
This effort will include the design and installation of the generator rotor spider repair to return the unit to safe and reliable operation for 50 years.
SCOPE OF WORK -
• Provide design and mechanical analysis (FEA, Stress Analysis, Fatigue Life Analysis) for rotor spider repair.
• Provide design and components for rotor spider to rim key to establish proper rim shrink at unit overspeed.
• Perform non-destructive examination of existing rotor spider.
• Furnish all labor, equipment and materials required for rotor spider repair or replacement.
• Installation of approved rotor spider repair.
• Perform unit balancing.
• Conduct operational testing to demonstrate the repair is successful.
The estimated magnitude of this project is between $5,000,000.00 and $10,000,000.00.
LOCATION OF THE WORK:
Mt. Elbert Pump-Generating Plant near Leadville, CO.
INFORMATION REQUESTED:
When responding to this notice, respondents are asked to provide the following information:
1. Firm’s name, address, point of contact, phone number, email address, Cage Code, UEI number (replaced DUNS).
2. Business classification, to include size and any additional socioeconomic classification(s).
3. Bonding capability, including current single and aggregate performance and payment bond limits.
4. Brief capabilities statement that addresses experience performing similar projects as a prime contractor.
5. Listing of at least two to a maximum of five previous and/or current projects where the firm has successfully performed construction/install of pipelines. Describe the size and scope of the project(s), and dollar value of the contract. Identify percentage of work on the project(s) that was self-performed. Short responses are appreciated, no need to provide verbose past performance information.
