1. General. This is a SOURCES SOUGHT and is for informational/market research purposes only.

THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A

PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2.

This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry so the government can make informed business decisions. We are seeking responses from both large and small business members of industry to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). All interested parties are highly encouraged to respond.

The North American Industrial Classification Code (NAICS) for this requirement is: 237990, Other Heavy and Civil Engineering Construction. The related size standard is: $45.0 million.

Formal Sources Sought Response Due – 6 November 2025 at 3:00 pm PDT.

2. Project Details and Background.

The Miller–Rice Pile Dike System consists of seven pile dikes on the Columbia River at River Miles (RM) 22.75, 23.07, 23.39, 23.67, 23.71, 23.81, and 24.63 located in Wahkiakum County, Washington.

The system was installed to provide sediment and channel management, to redirect flow into the navigation channel, and to provide bank protection. The pile dikes were constructed over a number of phases beginning in 1922, continuing in 1927, 1934, and again in 1966.

The Miller-Rice pile dike system as originally designed and constructed performed its intended function to divert the thalweg from the north side to the south side and maintain it there. The creation of dredge material placement islands and shoals and changes in system and morphology have altered the hydraulic function. Under current conditions the present system still maintains the thalweg in the south channel.

However, even with this control on the thalweg, large quantities of material need to be dredged annually to maintain authorized depths.

3. Project Scope.

Please note that the project is still in the final phases of design, so these are not the final design and scope documents, and all information is subject to change prior to Solicitation.

The following is a description of primary project elements and details:

Enhance and connect enrockments of existing PD 23.81 and PD 23.71. Specific design elements include:

o PD 23.71: Raise enrockment crest to El. -11 feet NAVD88 on the north end (Sta. 7+85) and slope enrockment crest down to El. -15 feet NAVD88 near the south end (Sta. 0+66). The southern-most end of the enrockment enhancement crest will then slope gradually (10H:1V±) from El. -15 feet to tie into the existing crest.

o PD 23.81: Raise enrockment crest uniformly to El. -11 feet NAVD88 from Sta. 11+77 to Sta

18+81. From Sta 18+81 to Sta 21+15 uniformly slope the crest from El. -11 feet NAVD88 down to El. -19 feet NAVD88. The eastern end of the enhanced enrockment from Sta. 21+15 to Sta. 21+38 will have a crest elevation of -19 feet NAVD88.

o Connect the north end of PD 23.71 enhanced enrockment (Sta. 7+86) to west end of PD 23.81 enhanced enrockment (Sta. 11+77) with a new rock-only connection with crest at El. -11 feet

NAVD88.

o The enhanced enrockments and connection will have an 8-foot crest width and 1.5H:1V side slopes.

• Repair and enhance PD 24.63. The enhanced enrockment centerline will be approximately 10 feet downstream (west) of the existing pile dike piles centerline. This placement allows for enhanced enrockment construction without the need for removal of existing piles. The offset placement of the enhanced enrockment may also allow for phased placement over time as the existing pile dike continues to degrade. Furthermore, locating the enhanced enrockment slightly downstream eliminates the need for removal of large amounts of debris on the upstream side of the existing pile dike.

For the majority of the dike (Sta 1+00 to Sta 8+00), the enhanced enrockment crest will be raised from an existing elevation of approximately El. -15 feet NAVD88 to El. -5 feet NAVD88. For the northern (nearshore) portion of the dike, from Sta. 1+00 to Sta. 0+25 the enhanced enrockment crest will slope downward from El. -5 feet NAVD88 to El. -12 feet NAVD88, from Sta 0+25 to 0+04 the enhanced enrockment crest will have an El. of -12 feet NAVD88. The northern (nearshore) end of the enhanced enrockment will terminate in 14 foot wide by 4-foot-thick rock scour apron. For the southern (offshore) 480 feet of the dike (Sta. 8+00 to 12+80), the crest will slope downward from El. -5 feet NAVD88 to El. -16 feet NAVD88 at the offshore end where it will tie into the existing enrockment at a 2H:1V slope. The enhanced enrockment will have an 8-foot crest width and 1.5H:1V side slopes.

The design includes construction of 8 new hazard marker piles to designate the locations of the submerged enrockments. Fig -1 shows the proposed hazard marker piles plan.

Fig -1: DRAFT Hazard Marker Pile Locations (SUBJECT TO CHANGE)

The new hazard marker piles are driven mono pile structures. Hazard marker pile design is a steel pipe monopile with a diameter of 24 inches, and a wall thickness of ½ inch. The hazard marker pile will have a 3-foot by 3-foot navigation hazard sign affixed to the top. The top of the pile is positioned at 20 feet

NAVD88.

For consistency with current/recent USACE Portland District pile dike repair design and potentially increased ease and cost savings in stone acquisition, the final enrockment/dike stone gradation was modified to an Oregon Department of Transportation (ODOT) specification. Based on current/recent USACE Portland District pile dike repair designs, the design Armor Stone is specified as ODOT Class 1500 Riprap (Table -1).

Table -1: ODOT Class 1500 Riprap (Armor Stone) Design Gradation

Percent by Weight (%) Limits of Stone Weight, LB.

20 1000 – 1500

30 500 – 1000

40 100 – 500

10 10 – 100

The design includes only enhanced enrockment of the pile dikes at RM 23.71, 23.81 and connection of these two dikes with enrockment, plus enhanced enrockment at PD 24.63.

The design does not require any demolition (removal of existing pile or spreaders) at Pile Dike 24.63. The enrockment repair/enhancement section is offset a sufficient distance from the existing pile line to allow for placement of stone without removal of pile.

The design does not require any demolition (removal of existing pile or spreaders) at Pile Dikes 23.71 and/or 23.81. Any remnant pile that may remain at the time of construction are located outside the anticipated rock placement area.

Any debris within the rock placement areas that would interfere with stone placement will be removed prior to stone placement. Debris will be removed from the site and disposed of at an approved upland facility. Debris removal requirements will be based on pre-construction high resolution multi-beam bathymetric survey data.

Anticipated Construction Schedule: CENWP intends to advertise in Jan. 2026 and award in May 2026.
