About this file

This is a Sources Sought notice from the U.S. Department of Transportation's Volpe National Transportation Systems Center seeking small business capabilities for designing a new Wye switching area for the Lowell National Historical Park's 1.5-mile trolley system. The project involves creating fabrication and installation design packages for a trolley Wye that will allow trolleys to switch between the carbarn, Swamp Locks platform, and Suffolk Platform.

The scope includes developing PE-stamped design drawings, specifications for new girder/restraining rail materials and connections, installation requirements for ties/ballast/switches, crossing material analysis, and drainage specifications. Deliverables are due 90 days after receipt of order, with final PE-stamped drawings due 15 days after government comments. Responses must be submitted by December 24, 2024 at 4:00 PM ET via email to Andrew.Josephs@dot.gov, limited to 5 pages. The notice emphasizes that no as-built drawings exist, requiring field verification of all dimensions. Interested small businesses must demonstrate relevant past performance within the last 5 years and indicate their socio-economic status under the appropriate NAICS code.

1.0 Background

The Lowell National Historical Park’s 1.5-mile trolley system has been in operation for 30+ years in its current form. The trolley system is a small remnant of the historic trolley system from the era of the mills at the National Historic Site. The trolley system is currently in a general state of good repair. However, portions of the trolley system are reaching their end-of-life in which critical component renewals will be needed in addition to enhanced preventative maintenance activities.

The U.S. Department of Transportation (U.S. DOT), John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is conducting market research to identify small business concerns for the design of a new Wye that provides a switching area for the trolley to transit from the carbarn to either the Swamp Locks platform or to the Suffolk Platform; and allows the trolley to transit from the Swamp Locks run to the Suffolk track run for the Park’s Historical Trolley System.

The Contractor shall also confer with the City of Lowell Engineering Office to review and incorporate Father Morrisett Blvd redesign – the installation of the Wye shall conform to meet the City’s plans for rehabilitation efforts behind the High School.

Note: No As-Built drawings exist for this trolley system. So, all critical dimensions and material data must be field verified.

This Sources Sought Notice does not constitute a solicitation and is not to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice.

2.0 Description

Contractors will be responsible for supporting the Government in the following areas:

Task 1 – Fabrication and Installation Design Package of Lowell Trolley Wye

A. Provide fabrication drawing and specifications for the Wye. (See Picture 1)

a. The trolley track rails will be replaced. The drawing and specifications shall specify new girder or restraining rail material, connections (bolted plates or welded joints) required with existing rail components. Also, fabrication design shall plan for the catenary power supply connections in way of the power substation.

i. Note: Designer contractor shall determine all critical dimensions for this wye. The contractor shall design the transition from the existing tee/girder rail to the new girder/restraining rail at the three ends of the wye after each new switch stand.

b. Specifications shall provide a list of Federal, State and Local guidelines/requirements (i.e., FRA standards, AREMA standards, etc.) for the purchasing of materials and fabrication of this wye. The list of guidelines/requirements shall highlight critical acceptance criteria that must be met by the proposed material suppliers.

c. Contractor shall also develop Class C cost estimate for fabrication design.

Note: The drawing needs to layout all design features so the rail curvature can be shop fabricated. The fabrication drawing shall also provide all specification requirements for contractor fabrication.

B. Provide installation drawing and specifications for the Wye fabricated in Task 1.

a. The installation drawing and specifications shall specify installation requirements installation requirements (ties, ballast, fill material and switches). This wye system shall be designed to withstand high traffic volumes and snow plowing. The installation drawings shall also specify the reconnection of the power feed from the trolley’s power substation.

b. The contractor shall develop concept sketches for the different crossing materials (concrete, asphalt, rubber, etc.) with benefits and drawbacks for each including approximate cost ranges.

c. The drawing shall also identify underground utilities (electrical, water, gas, sewer and drain) as well as trolley track drainage requirements including outlets and ditch culverts and pipe system to provide positive drainage of the crossing to existing outlets.

d. Specifications shall provide a list of Federal, State and Local guidelines/requirements (i.e., FRA standards, AREMA standards, etc.) for the purchasing of materials and installation of this wye. The list of guidelines/requirements shall highlight critical acceptance criteria that must be met by the proposed material suppliers.

e. Contractor shall also develop Class C cost estimate for the installation of the Wye.

f. Construction permits will not be required for this portion of the tasking, that will be completed by the installation contractor.

The Contractor shall develop, draft, and design fabrication and installation drawings, as well as construction specifications for the fabrication and installation of the Wye and submit to the Government for review. The Government will conduct design reviews of the drawings and construction specifications. The Government review comments will be provided within 10 days of receipt of deliverables. After delivery of all Government comments, final design drawings shall be stamped by a Professional Engineer (PE) registered in the State of Massachusetts, these are due 15 days after receipt of final comments.

The Contractor shall provide two sets of paper copies and electronic versions of all concept/draft & final drawings and documents produced. Paper copies of drawings shall be on 11x17 paper and all other documents on 8-1/2 x 11 paper. Final drawing deliverables shall be in AutoCAD and PDF format and all other documents in Microsoft Office Products.

Task 3. Traveling to Lowell National Historical Park The Contractor shall travel to Lowell National Historical Park to perform a site visit and confirm current conditions of the wye, including the types of materials and any changes in materials along the length of the crossing that would impact the design and/or construction of the replacement crossings.

All travel under this task shall be incurred and invoiced in accordance with the Federal Travel Regulations (FTR). The actual costs for lodging, meals, and incidental expenses will be considered reasonable and allowable if they do not exceed the maximum per diem rates in effect at the time of travel as set forth in the FTR. In accordance with FAR subpart 31.205-46, a written justification must be provided to the COR/CO for amounts higher than the FTR maximum amounts.
